Missing child cases should be considered as a serious social dysfunction. It is because not only of its side-effect to cause desperation to the family and the individual child but also of its corruptive effect to threat stability of each family; an essential group that consists of the society. It is necessary to recognize missing child cases from a perspective of social disorder. However, so far we have taken responsibility for missing child cases out on the parents of missing child for maltreating their kids. Compared with other developed countries that have made systematical effort on approaching missing child case, recognizing it as a society and nation-wise disorder, missing child case in Korea has been less focused than any other child welfare cases such as, child abuse and skipping meals. As missing child cases have emerged as problematic social issue recently, more effective and comprehensive resolutions, for example, enacting 'The Law of Protection and Support to Missing Child' have been carried out. Based on this enactment which has been carried into effect since December of 2005, a wide variety of resolution has adopted such as, expert group for missing child cases, operating gene database of missing child and his/her parents, and "Amber alert system" for the police force. However, there still exists quite a few systematical and substantive obstacles that prevent the policy for missing child from being applied successfully. This research aims exactly at realizing seriousness of missing child cases. Furthermore, seeking a better policy for missing child through analysis and follow-ups of social and political resolution would also be emphasized in this research. In particular, this research has made out of an effort to compare our policy with other missing child policies in the U.S.A. and in Canada in terms of active support system and other related policies for finding missing child by expert organizations and the police force.

실종아동의 문제는 아동 개인과 가족의 불행에 그치지 않고 사회구성의 기본단위인 가정의 해체로까지 악화될 수 있다는 점에서 사회적 심각성이 있다. 이러한 실종아동의 발생을 사회적 문제로 인식하고 국가와 사회집단 모두가 이를 해결하기 위해 체계적 노력을 기울여 왔던 선진국들과는 달리 우리 사회에서는 실종아동을 사회적 문제 보다는 아동에 대한 보호 감독을 제대로 하지 못한 부모나 가족의 책임으로 인식하는 경향이 강했으며, 아동학대․결식 등 여타 아동복지 문제에 비해서 상대적으로 덜 중요하게 다뤄져왔던 것이 사실이다. 최근 들어 실종아동 문제가 심각한 사회문제의 하나로 대두됨에 따라 이에 대한 보다 종합적이고 효과적인 대응책이 모색되기 시작하였는데, 그 대표적인 경우가 바로「실종아동 등의 보호 및 지원에 관한 법률」의 제정이다. 2005년 12월 1일부터 이 법이 시행됨으로써 이를 근거로 실종아동전문기관의 설립, 실종아동 및 부모에 대한 유전자 데이터베이스 구축, 경찰의 앰버(Amber) 경고제도 도입 등의 각종 대책이 마련되었다. 그러나 아직은 실종아동정책의 성공적인 수행을 저해하는 제도적,현실적 문제들이 산적해 있다. 따라서 본 연구에서는 실종아동의 문제를 정확히 파악하고 문제 해결을 위한 사회적․정책적 대책에 대한 분석과 고찰을 통해 실종아동정책의 효과적 확립방안을 모색하고자 하였다. 특히 실종아동전문기관과 경찰의 실종아동 찾기 활동을 중심으로 관련 정책들을 고찰해 보고 미국․캐나다의 실종아동정책과 비교해봄으로써 실질적 대안을 제시하려고 노력하였다.
