In Korea, policy and law recently has shifted toward protect human rights of the disabled person. The purpose of this study was to examine attitudes of police officers towards people with disabilities, and to analyze factors affecting the attitudes, and further to examine possible ways to improve the attitudes. A total of 272 police officers participated in this study. The Disability Factor Scale(DFS) was used to determine a favorable or unfavorable attitudes toward persons with disabilities. The results indicated that police officers showed somewhat negative attitudes toward people with disabilities. The result revealed significant statistical support for the relationships between human rights education and attitudes toward person with disabilities. Relationships were also demonstrated among education level, existence of family member who has disability, and attitudes toward person with disabilities. These results suggested that an appropriate human rights education and sensitivity training to understand disabilities is needed in order to change the attitudes of police officers toward people with disabilities. Also experimental researches are needed to do it.

본 연구는 장애인의 인권보호와 차별감소에 대한 범정부적 관심이 높아지는 시기를 맞아, 국민의 생명과 재산을 직접적으로 지켜주는 중요한 치안서비스 제공의 당사자인 경찰관들이 가진 장애인에 대한 태도가 어느 정도인지를 조사하고, 그 태도에 영향을 주는 요인들이 어떤 것인지를 탐색하는 것을 목적으로 하는 연구였다. 경찰종합학교에서 경사기본과정을 이수중인 경찰관 272명을 대상으로 설문조사를 실시하여 그 데이터를 회귀분석 등을 통해 분석한 결과, 이들 40대의 남성으로 주로 구성된 경찰관들의 장애인에 대한 태도는 재활교사나 중 학생들과 비교해 다소 낮은 것으로 나타났고, 그 태도에 영향을 주는 요인으로는 최종학력, 인권교육, 그리고 장애인친족이 있는지 여부인데, 최종학력이 낮을수록,인권교육을 많이 받을수록,그리고 가족이나 친족 중에 장애인이 있으면 장애인에 대한 태도가 보다 호의적인 것으로 나타났다.
