Recently, Korea successfully made the FTA agreement with U.S.A. Based on its experience and know-hows in doing several negotiations, the country started its FTA negotiation with EU. Since the average tariff rate of EU is higher than that of USA and EU is one of the main export countries to the economy, it is expected that if the agreement is made, its impact will be very big.
So far, both parties have made a considerable progress in negotiation in most areas, except the origin of commodity/custom clearance, non-tariff barriers, services/investment, and intellectual property. In the fields of trade remedy, dispute settlement, transparency, and sustainable development, both parties already have made agreements.
In the areas of intellectual property, commodity trade agreement, technical barriers to trade, SPS, and non-tariff barriers, some parts are still remained to be compromised.
In the current situation it looks like to be difficult for both parties to reach a final agreement if both sides are not conceded. However, it is expected that both parties will make an equal concession to the level of the Korea-USA FTA agreement.
In the next negotiation, Korea and EU will discuss the main controversial issues, such as commodity concession, NTBs(cars), and rule of origin. To solve these disputes, both parties need a political solution. Through the FTA agreement with EU, it is expected that Korea will have some benefits in increasing commodities exports, inviting foreign investment, and enhancing overall social system.

한국은 세계적인 FTA 추세에 부응하여 다자주의와 함께 지역주의도 병행하는 통상정책을 1990년대 말부터 채택하였다. 정부가 동시다발적인 FTA 정책을 발표한 후 2007년 4월 미국과의 FTA 협상을 타결하고 EU와는 최근 6차 협상을 마쳤다. EU는 세계 최대경제권이며 한국의 제2위 교역 파트너이며, 세계에서 가장 많은 지역무역협정(RTA)을 체결하고 있는 전략적으로 중요한 지역이다. 또한 EU의 평균관세율이 미국보다 높고 한국의 주력 품목의 관세율이 높기 때문에 가시적인 통합효과가 클 것으로 예상된다.
한편, EU도 신통상정책에 따라 미국, 일본, 중국 등 대국보다 한국과 먼저 협상을 시작하여 양측이 한-EU FTA 협상의 중요성을 잘 보여주고 있다.
본 논문은 현재 진행중인 한-EU FTA 협상의 추진 평가와 향후 과제를 분석한다.
먼저 한-EU FTA 협상의 주요 결과와 현안과 주요 쟁점별 과제인 동등양허원칙과 KORUS parity, 자동차 비관세장벽, 농산물, 원산지(rule of origin)규정, 무역구제조치, 서비스 및 투자 분야와 분야별 대응전략을 각각 분석한다.
