This paper analyzed the successful case of location selection of 'Resource Management Center(incineration and landfill)' of Jecheon city, and presented new policy suggestion(device) for the location selection of non-preference facilities in the future. This case was analyzed to consider administrative procedural actors, economic actors, technological actors, environmental actors, social actors which related the important variables in the process of location selection. The successful location selection is not decided as a variable but the functional cooperation of several variables. A lot of conflict actors is minimized by means of inter-cooperation of variables. For example ; the steering role of local government, the close cooperation between Location Selection Committee and Special Research Agency for location propriety survey, the procedural democratization of administrative operation. Another conflict solution is realized through 'resident's participation stage'(the visiting of advanced environmental facilities, resident's public subscription, the meeting for residents' explanation, resident council). The transparency, confidence and publicity of administration is ensured by 'resident's participation stage' and it is proved a short cut of problem solution that the resident have the chance of
choice to control itself with public information

본 논문은 정부와 주민간의 큰 갈등 없이 단시 일 내에 성공적으로 비선호시설의 입지가 선정된 ‘제천시자원관리센터입지선정’ 사례를 분석하여, 향후 비선호시설 입지선정 시 새로운 정책적 시사점을 제시함에 있다. 사례분석은 입지선정과정에서 나타난 중요한 변수들과 이와 관련된 영향적 요인인 행정 절차적 요인, 경제적 요인, 기술적 요인, 환경 영향적 요인, 사회적 요인 등을 고려하여 분석하였다. 성공적인 입지선정은 어떤 한 변인에 의해 결정된 것이 아니고 상호 기능적 협력 하에 이루어졌다는 점이다.
여기에는 각 변수들이 관련된 영향력 요인들로 인해 파생될 수 있는 많은 갈등 요인들을 최소화시키는 데 상호협력 하에 이루어졌다는 점이 매우 중요하다. 즉 지방정부의 방향 잡이 역할, 입지선정위원회와 전문연구기관의 전문성을 바탕으로 한 긴밀한 공조, 행정운용의 절차적 민주화 등이다. 또한 비선호시설도 공공재란 점에서 보면 협력적 생산이라는 차원에서 ‘주민참여의 장’(선진 환경시설 견학, 주민공모제, 주민설명회, 주민협의회)을 마련하여 행정의 투명성, 신뢰성, 공공성 확보를 통해 갈등해소에 중요한 역할을 하였다. 또 그곳에서 공개된 정보를 공유하고 주민 스스로 책임지고 통제할 수 있는 선택의 기회를 부여하는 것이 성공적인 입지선정의 첩경임을 알 수 있다.
