The purpose of this study is to find the process of disaster management in order to establish natural disaster management strategies. In so doing, the optimal disaster management strategy solution for Korea is drawn through the Analytic Hierarchy Process (AHP) Questionnaire.
The AHP(Analytic Hierarchy Process) model, designed by a disaster specialist, divides between law-enforcement and structural systems, grouping them by nine factors. These factors are unified disaster law, integrated disaster agency, disaster management plans and manuals, the relation of central government and local government to law-enforcement, the leadership and decision-making system, personnel and equipment, budgets, communication and information systems, and the relationship of civil organization to structural systems.
The results of the AHP analysis show, in line with the first step of AHP analysis, that system-power enforcement was a little more important than law-enforcement. The relationship of central and local government was the most important alternative in the four law-enforcement factors. In addition, the budgets was the most important variable of the five system-power enforcement factors. As a result, the relationship of central government and local was the most important variable of the nine factors.

본 연구는 재난관리의 과정을 규명하고 그에 대처하는 관리전략을 강구하기 위한 AHP설문조사를 실시하여 우리나라 재난관리전략 방안의 최적대안을 모색하는데 그 목적이 있다. AHP분석에서 자연재해의 관리전략방안 모색 및 우선적 정책대안의 마련을 위한 AHP구조도는 방재전문가들의 브레인스토밍 과정을 거쳐 법․제도개선과 조직역량 강화로 구분하였다. 법․제도개선 차원의 세부대안으로 법체계 일원화, 재난통합기관 설치, 재난관리계획 및 매뉴얼, 중앙행정기관과 지방정부의 연계로 구성하였고 조직역량 강화차원의 세부대안은 리더십 및 의사결정구조, 인력 및 장비, 재원, 커뮤니케이션과 정보시스템 확충, 민간과의 협력체계 구축으로 구성되었다. 분석방법은 쌍대비교를 통해 상대적 중요도와 우선순위를 파악하기 위해 구조화된 설문지를 통해 면접조사와 메일을 이용하였다. 1단계 분석결과를 살펴보면 법․제도개선 차원과 조직역량 강화 차원을 쌍대비교한 결과 법․제도개선보다는 조직역량 강화의 중요성이 다소 높게 나타났다.
2단계 분석의 법․제도개선에서 가장 높게 중요도를 부여한 것은 중앙행정기관과 지방정부의 연계이며, 조직역량 강화에서는 재원에 대해 전문가들이 가장 높은 중요도를 부여하였다. 통합 분석결과 9 가지 세부대안 가운데 법․제도 차원의 중앙행정기관과 지방정부와의 연계가 가장 높게 중요도를 부여받은 것으로 나타났다. 따라서 바람직한 국가재난관리전략을 구축하기 위해서는 중앙정부와 지방정부, 민간부문, 지역사회 등의 구성원인 국민으로서 대비업무의 수행에 공유할 수 있는 비전(vision)과 대응능력에 대한충분한 인식이 우선 요구된다.
