Issue of unstable politics still remains as a task for the Korean politics. Against korean economy which has been rapidly developing, politics is still lagging behind.
Political researches in Korea produced deliberations of fairly good standard about party politics in general terms, however they need further specialization and sophistication.
Given these circumstances, this paper strives to follow structure and modus operandi of the political party and decision making process in Germany as a way of 󰡐advancing 󰡑party politics in Korea. It will concentrate on the relationship between Party Leader and Intra-parliamentary Party Leader as a concrete research areas. Namely, it will analyze how this relationship between Party Leader and Intra-parliamentary Party Leader is structured and works in reality within political parties in Germany as they are inclined toward the European Model. This paper is related to further understanding on the German politics as well as future orientation of Korean political reform.

불안정한 정당정치의 문제가 여전히 한국정치의 숙제로 남아 있다. 빠른 속도로 변화해온 경제영역과 달리 정치부문은 여전히 상대적으로 후진적이다. 한국 정치학에 있어서도 정당정치에 관한 논의가 일반론적인 범주에서는 상당 수준 진전되어 있지만, 보다 세분화되고 정교한 논의는 여전히 미흡한 실정이다. 이러한 연구현황 속에서 본 연구는 한국 정당정치의 ‘성숙화’를 위한 작업의 일환(一環)으로 선진 정치발전국가 중 하나인 독일에서의 정당조직과 운영 및 의사결정 방식을 추적하는 데 목적을 두고, 그 중 구체적인 연구영역의 하나로 당의장과 원대대표의 상관관계 분석에 집중하고자 한다.
즉, 전형적인 유럽형 정당모델을 지향하고 있는 독일 정당들에 있어서 당의장과 원내대표의 관계는 어떠하고, 현실정치에서 어떻게 운영되어 왔는가를 분석하고자하는 것이다. 본 연구는 독일정치에 대한 보다 심화된 이해와 더불어 한국 정당정치 개혁 방향과도 관련되어 있다.
