Diplomatic Relations in the Pre-Post Reunification Germany and its Policy Implications on Korean Peninsula

Many have viewed the reunification of the long-separated german states as the least likely event among divided nations in the post World War II era. Germany has been at the center of European politics and served as one of the most important actors in european history. This made its neighboring states hesitant to cooperate with German states toward the goal of one united nation. Following Germany's defeat in World War II. and the beginning of the Cold War, Germany was split, representing the focus of the two global blocs in the east and west. The reunification of two German states would be impossible unless the Four Powers- the Allies of World War II, being the United States, the United Kingdom, France, and the Soviet Union- together with the two German states successfully negotiated to end Four Power reserved rights for Germany as a whole. Given this political constraints upon two German states, even the opening of the Berlin Wall on 9 November 1989 has failed to reverse the public
skepticism over german reunification.
On 3 October 1990, the two Germanies entered into an political and economic union through peaceful democratic process. Valuable lessons can be learned from the case of the german reunifications; (a) how Germans has alleviated on-going political and economic pains as 'unification debt' from their tragic history and (b) how they found ways of reunification. Moreover, the case of german reunification brings back priceless information about various social problems raised by the unification itself and
their possible treatments. That is why research on German reunification would be the last overlooked.

독일은 제2차 세계대전 이후 분단된 나라들 가운데 가장 통일이 어려울 것으로 보였던 나라였다.
그 이유는 지정학적으로 볼 때 독일은 유럽의 중심부에 위치하여 역사적으로 유럽정치에 많은 영향을 미쳐 독일통일에 대한 주변국들의 이해가 일치하기 어려웠기 때문이 었다. 또 독일은 세계대전을 일으킨 전범국이면서 패전국으로 미, 영, 불, 소 4개 연합 국에 의해 강제로 분할되었으므로 독일통일은 이 연합국들의 합의가 없으면 불가능하였기 때문이었다. 그러므로 1989년 11월9일 베를린 장벽이 붕괴되었을 때에도 많은 사람들은 독일통일에 대하여 회의적인 반응을 보였었다.
그러나 독일은 1990년 10월 3일, 평화적이고 민주적인 방법으로 통일을 하였다. 이 귀중한 통일사례는 통일을 염원하는 한반도에 매우 유익한 교훈이다. 한반도는 독일로부터 분단고통의 완화를 위한 방법은 물론, 궁극적으로 통일의 방법과 지혜를 얻을 수 있다. 뿐만 아니라 통일독일은 통일 이후 나타날 수 있는 여러가지 문제점들과 그것을 해결할 수 있는 방법들도 경험적으로 보여 주고 있다. 특히 그 가운데에서도 민주적이고 평화적인 방법으로의 통일이 되기 위해서는 교류와 협력을 한 기간과 그 수준이 중요함을 알 수 있다. 또한 통일을 하는 당사자들 쌍방과 주변 환경의 3박자가 맞아야 가능하다는 것이 통일독일이 한반도에 주는 교훈이다.
