The German general elections of 2005 were conceivably more policy-oriented than any other elections in respect of the campaign promises of the two camps, where the party lines appeared distinct.
The Grand Coalition between the Social Democratic Party and the alliance of the Christian Democratic Union and Christian Social Union does have its advantage that any disagreement or conflict may be worked out in the cabinet, leading to agreed and compromised proposal in the Parliament and thus more policies being actually carried out. As seen in the agreement of policies of the Grand Coalition, however, it may produce compromised campaign promises, satisfying no single camp at all.
The success of the German Grand Coalition will depend on how the CDU/CSU alliance and the SPD may overcome the fundamental differences in their views held of the reformation policies, i.e., the methodology of economic reformation and the rate of reformation, as well as on how well they may derive agreement from their individual members on the policies to be continually compromised in the coalition and adhere to them based on such agreement.

기민련과 사민당은 2005년 9월18일의 조기총선 결과 대연정을 구성하게 되었다. 2005년 대연정은 선거이후 논의되었던 그 어떤 연립정부구성의 가능성 중에서도 선거결과 에 의한 독일국민의 의사가 가장 잘 반영된 정부 구성이라 할 수 있으며 정치안정을
위해서 불가피한 선택이라 할 수 있다.
두 거대정당의 대연정은 연방하원내의 안정적 의석(614석중 444석)을 바탕으로 강력한 경제개혁을 추진하고 정책실행력을 높일 수 있다는 장점도 있다. 하지만 대연정의 정책합의에서 나타난 바와 같이 양당의 선거공약이 절충되는 형태의 타협안이 마련되
어 그 어느 쪽도 만족하지 못하는 결과를 낳을 수도 있다.
독일대연정의 성패는 기민련과 사민당이 선거공약에서 제시한 개혁정책에 대한 근본적인 시각차이 즉, 경제개혁에 대한 방법론 및 개혁속도에 대한 차이를 얼마나 잘 극복하고, 대연정 과정에서 지속적으로 수렴되어지는 정책합의에 대하여 정당내부의 동의를
이끌어내며 이를 바탕으로 합의사항을 제대로 지켜나가는가에 좌우될 것이다. 한편으로 경제개혁의 성과가 가시적으로 들어난다면 위에서 제기된 대연정하의 양 정당의 갈등요소는 상대적으로 줄어들 전망이다.
