The modernization process has changed the structure of western europe far-reachingly. This process of change has accelerated always more strongly since the 2nd half of the 1960s through economic stability and cultural liberalization, particularly in the area of family life. Under the expression of the postmodern family is frequently described the pluralization of family life-forms. In this context, the family policy in Europe has been changed from a wholistic paradigm to a paradigm of pluralization. The pattern of family change in Korea is very similar with the trends that began more than a century ago in western Europe. Korea have experienced a decline in
fertility rates and marriage rates, while its divorce rates and cohabitation rates have increased constantly and rapidly since 1980s. Today Families appear unable to maintain their traditional functions of caring for their members. This phenomenon reflects the crisis of the family as a institution and therefore the political interventions of state and society in family life are needed more and more.
This paper analyzes the paradigm of european family policy. Through this analysis, it attempts to find implications of european political paradigm for korean family welfare policy.

오늘날 가족은 산업화과정 속에서 다면적인 사회변동을 경험하면서 형태적 측면과 내용적 측면에서 다양화와 탈제도화 그리고 개인화의 경향이 강해지는 변화를 보이게 되었다. 이러한 변화과정에서 가족은 역할분담을 둘러싼 갈등, 빈곤과 실업, 폭력과 방임 등 다양한 문제와 직접적으로 당면하게 되었다. 이제 우리나라에서는 새로운 가족정 책에 대한 사회적 욕구가 증대되고 있다. 현재 가장 시급한 우리의 과제는 기존의 가족 정책의 이념 또는 방향성과 틀을 분석․검토해 보고, 이를 통해 위기로부터 벗어날 수
있는 전략으로서의 새로운 가족정책의 방향과 정책의 내용을 모색해보는 일일 것이다.
이러한 맥락에서 본 연구는 지금까지 나타난 EU국가들에서의 가족변화 경향을 진단하고, 가족정책을 분석함으로써 우리에게 요구되는 새로운 가족정책을 탐색해 보았다.
연구결과, 앞으로 우리나라 가족정책의 방향은 가족의 전체성과 가족구성원의 개별 성의 조화를 요구하며, 정책내용은 대상의 보편성, 분야의 포괄성, 수준의 적절성을 지향하도록 개선됨이 요구되는 것으로 나타났다.
