The rationale for regulatory intervention is market failure and considerations of equity.
The argument for economic regulation has to do with the potential for improving production efficiency. Efforts to improve regulatory quality have the objective of enhancing the environment for competition, innovation and growth. This paper reviews the current methods measuring the economic effects of regulatory reforms. There are a number of such studies on the economy-wide effects of overall deregulation with fairly rough assumptions. However, a rigorous application method based on theoretical frameworks is not established. This paper suggests a new method that improves the understanding of economic impacts of regulatory reforms. First, we construct the regulatory indicators showing the degree of deregulation. Second, employing the hedonic function, we estimate how much prices decreases as a result of regulatory reform.

본 연구는 규제개혁의 경제적 효과를 분석하는 기존 방법론을 실제 분석사례를 통해 살펴보면서 각 방법론의 장단점을 파악하고 각각의 문제점을 개선할 수 있는 새로운 방법론을 모색한다.
규제개혁의 경제적 효과를 추정한 선행연구는 주요 관심변수의 변화에서 규제개혁으로 인한 변화를 직관적인 방법으로 추론하거나 간접적인 추정 방식에 의존하고 있다. 이와는 달리 본 연구는 직관적인 방법이나 간접적인 추정 방식에 의존하지 않고 개별 규제개혁을 지수화하여 모형에서 직접 활용하는 방법을 제안한다. 먼저 규제개혁 지수를 작성하고 이에 기초하여 헤도닉 함수를 이용하여 규제개혁으로 인한 산업별 가격하락을 추정함으로써 규제개혁의 경제적 파급효과를 분석한다.
