Recently Korean Government has focused on the Balanced National Development Policies to strengthen the national competitiveness. The core strategy of the policies is the relocation of public institutions and building-up of innovative cities. The success of the project will depend on preparation of innovation environment to promote community development and also settlement
environment to enjoy quality of life. In this reason, this paper has reviewed the Innovation City Development Project and then suggest a scheme to build up health and social welfare infrastructure of the Kwangju-Chonnam Innovation City.
I suggested four main tasks and twenty facilities or centers to bring the scheme to a successful issue. And then I discussed the manpower infrastructure and suggested some ideas to improve it.
