'Cluster' is regarded as an important tool to establish industrial policy for regional endogeneous development and industrial growth. Clustering is formed by natural activities of innovative actors or positive artificial conditions of central and local government and so on. This paper focuses conditions or factors to form an successful innovative cluster. To this end, we review the success factors in several oversea's cases.
This study suggests that several conditions or factors is necessitated in formating successful innovative cluster. Those are as follows : crisis of economic circumstances and responsive leadership, intellectual agglomeration, technology oriented corperation, leading venture business, active support and role of government, and establishment of strong network among innovative actors.
