Correction, known as a final stage of criminal judicial procedures, is entrusted exclusively to the government. New measures should, however, be worked out in a try to counterattack the problems associated with its operation, increasing repetition of offenses, overcrowded accommodation and hiking rate of financial burdens.
Privatization of prisons can be an alternative to get rid of various problems government-run prisons have, including, for instance, overcrowded accommodation, increasing repetition of offenses and expenditures for correction and limited provision of social welfare services. Privatized prisons are aimed at curbing recurrence of crimes and at helping prisoners return to society by paying serious attention to their human rights and correction.
In an effort to suggest measures for effective operation of privatized correctional institutions, the present paper aims to examine the strength and weakness as well as operational methods of Humaita prisons that have been privatized in the USA and Brazil and to study correctional programs and problems of Agape private correctional institution which is now under study by the Korean government for introduction sooner or later.
