The global economy has recently focused on the new phenomenon that neighboring countries entered into the regional economic consolidation. They set up the exclusive policies of international commerce for their member countries, and boost their common interests. Among them, the unity of economy of the south America is to be one of major issue in these days. The detail discussions on that in this area has been progressed to the two economic blocs, Andean Community(CAN) and Southern Cone Common Market(MERCOSUR). Moreover, these two economic blocs intend to unify as a single market, the very same like European Union(EU), at soonest time. Thus, the study on this area is needed for us to diversify the global business partners and to improve global competitiveness. The purpose of this study is to broaden the understanding of the commercial policies and investment environments of the CAN, which relatively less interests to Korean business compared with the MERCOSUR so far.

최근 글로벌경제는 지리적으로 인접한 국가들 간에 하나의 경제권을 형성하는 지역경제통합 현상이 나타나고 있다. 지역경제통합이란 회원국간에는 통상장벽을 철폐하여 역내교역을 증진시키고 역외국에 대해서는 차별적인 통상정책을 취함으로써 역내국가의 이익을 보호하기 위한 하나의 지역경제조직체를 의미한다. 이들 중에는 그 동안 오랜 역사를 가지고 있으면서도 활동이 부진했던 남미지역의 경제통합도 새롭게 관심의 대상이 되고 있다. 현재 남미지역의 경제통합 논의는 대체로 남미공동시장(MERCOSUR)과 안데스공동체(CAN)의 2개의 블록을 중심으로 진행되고 있으며, 향후 남미 대륙은 모든 국가가 MERCOSUR 와 CAN 등 2개 블록에 정회원국으로 가입하게 될 전망이다. 이 들은 향후 EU를 모방한 남미국가연합(UNASUR)을 최종 목표로 하고 있어서 남미지역은 국제통상에 있어서 중요한 한 축으로 재편될 것으로 예상되고 있다. 본 연구에서는 그 동안 MERCOSUR에 비해 적지 않은 경제규모이면서도 관심과 체계적인 연구가 상대적으로 미비했던 CAN의 통상정책과 투자환경을 분석해서 시장잠재력이 큰 이 지역에 대한 이해를 높이고자 한다.
