The Impact and Outcome of the Academic Credit Bank System in the Broad Aspect This paper shows the outcome of the Academic Credit Bank System (ACBS hereafter) and its prospect. ACBS is the open higher education system which not only recognize study in the university/college, but also the learning outside the school such as credentials gained in the vocational world, learning in the ACBS accredited institutions, national test results and so on. The distinguishing features of the ACBS is the comprehensiveness to accept and recognize credits from various field including formal and non-formal learning. The outcome of the ACBS is analyzed in the aspect of the characteristics of the Credit Bank System. The characteristics of the ACBS which accept diverse learning experience are the source of the merit and demerit of the ACBS. The outcome of the ACBS is analysed especially in the relationship with the general higher education system. Not only intended outcome, the unintended or unexpected outcome was revealed. Increase of opportunity of higher education which is the main purpose of the ACBS, the actualization of lifelong education spirit, overcome of the division of public education and private education, restructuring of higher education system were the main outcome of the ACBS the prospect of the ACBS is also suggested.

본 글은 학점은행제의 성과를 학점은행제 제도 자체 내에서 이루어진 성과뿐 아니라 학점은행제와 다양한 교육관련 제도와의 연관성, 학점은행제와 정규 고등교육기관 간의 연관성 등을 통하여 조망하는 거시적인 관점을 취하고 있다. 학점은행제는 평생학습사회의 이념을 현실에서 구현하는 제도이며, 현실세계에서 실현되기에 마치 유기체와 같이 현실의 조건에 따라 다양하게 반응하는 양상을 보인다. 학점은행제의 가장 큰 특성은 대학, 전문대학, 학점은행제 교육훈련기관, 독학학위제, 자격인정제 등 다양한 제도와 연계되어 다양한 학습결과를 인정하고 있다는 것이다. 여러 가지 방법으로 취득한 다양한 학점원이 학점은행제 학점으로 인정되기에 학점은행제의 질은 다양한 학점원의 질로 귀결된다는 특성을 보인다. 학점은행제가 지니고 있는 포괄성, 네트워크적 성격은 학점은행제의 성과분석이 제도내의 분석에 국한될 수 없고 여타 다양한 제도와의 관련성 속에서 이루어질 수밖에 없음을 암시한다. 본 글에서는 학점은행제의 성과로 의도된 성과뿐만 아니라 의도되지 않은 성과 모두를 제시하고 있으며, 성과 분석을 정규 고등교육과의 연계선상에서 제시하고 있다. 성과로는 고등교육 기회 제공에 기여, 다양한 학습경험의 인정이라는 평생학습 취지의 실현, 공교육과 사교육이라는 이분법의 극복, 고등교육 체제 개편에의 기여 등을 제시하고 있다. 한마디로 학점은행제가 시행됨으로써 나타나게 된 성과를 학점은행제의 내부 시각이 아니라 우리나라 고등교육 체제와 관련지어 구체적인 자료의 근거 하에서 성과를 분석하고 있으며, 성과 분석에 근거하여 향후 전망을 하고 있다.
