Export controls on strategic items is becoming an international standard of trade. This article
examines the current state and peculiarity of Korean Export Control System, to promote the
export control of strategic items.
The government-level system improvement effort is needed to support the corporate
management environment. A main focus has been to integrate several Korean laws and
regulations related to the import and export control, and the government should be reinforce the
agencies responsible for strategic export controls. In addition to expanding outreach on internal
compliance programs and the role of industry self regulation.
Korea's economy is challenged significantly because of limited resources, and the large
volume of trade. So, in order to contribute to introducing advanced technologies and increasing
exports, we should understand the global trend of this and perform clean policies in the
international community.

전략물자 수출통제제도는 이미 새로운 국제무역 질서로 자리 잡고 있으며, 이 제도를 능
동적으로 이행하여 기업은 사회적 책임을 다하고 국가는 무역대국으로서의 책무를 다할 때
우리 기업과 국가의 번영 및 안전 보장이 가능할 것이다. 따라서 수출통제제도의 준수는 국
가안보의 확보 이외에 자국기업의 보호라는 목적으로 활용되므로 우리나라도 기업의 활동
뿐만 아니라 정부차원에서도 기업의 경영환경을 지원하기 위한 체제의 정비가 필요하다.
이를 위하여 정부측면에서는 현대적 추세를 감안한 포괄적인 수출통제법안의 제정 검토와 관리주체의 전략물자 등에 대한 조정권한의 강화가 필요하며, 기업측면에서는 자율적으로 전략물자를 관리하므로 리스크를 관리할 수 있는 자율준수체제(Compliance Program)가 필요하다. 전략물자 수출통제제도에 의한 불법수출이 적발되면 기업의 존립에까지 영향을 미칠 수 있으므로 투명하고 신뢰를 받을 수 있는 제도의 이행만이 선진기술을 습득하고 수출을 증대하는데 기여할 것이다. 그러므로 기업은 수출통제제도를 사회적 책임 또는 수출관리 차원에서 적극적으로 이행하여야 할 것이다.
