This study is intended to provide improvement methods on the teacher education system of secondary school teachers. As a result, the following findings were summarized; First, when an inquired was made into their satisfaction with the professional education, they responded that it was in order of their was felt in education and its suitability for teacher education system's aptitude. It was found that though teacher themselves might commit themselves to improvement methods on teacher education system, with a sense of mission they did not feel satisfied with their current teacher education system of secondary school teachers: public confidence, teaching profession, social position security, curriculum of teacher education course. Second, they agreed that student teachers should carry out student teaching through the apprentice teacher system, one of alternatives to the current teacher education system. In conclusion, teachers in secondary school want the excellent teacher education system, we have to improve the various problems of current teacher education system.

본 연구에서는 교원 자격의 질 제고를 통한 전문성 보장, 사회적 공신력 제고, 신분보장에 관점을 두고 공교육의 내실화와 활성화에 긍정적 시너지 효과를 높일 수 있는 중등교원자격제도의 개선방안에 대하여 논의하였다. 첫째, 교원정책의 유기적인 연계성 측면에서 교원양성과정은 교원의 전문성을 갖추는 체계로 변화되어야 함을 강조하고, 이에 따라 부실한 교육과정, 교육의 질 저하, 과다한 자격증 남발에 의한 공급 및 수요 질서의 붕괴, 자격의 무기한제, 상치과목 교원 수 과다 등에 대한 해결방안을 집중 논의하였다. 둘째, 교원자격제도 운영의 합목적성 측면에서 교원자격제도는 전문성 신장과 사회적 공신력 확보, 교원의 신분보장을 가져올 수 있는 방안으로, 수석교사제, 합목적성이 부재된 교원자격의 법적 기준 재검토, 바람직한 연수체계 마련, 교원의 평가제 등에 대한 개선방안을 논의하였다. 교원자격제도의 개선방안을 모색하는 과정에서 우리가 각별히 유의해야 할 점으로, 교원정책의 전체적인 맥락에서 타 정책과 연계하여 개선방안을 살펴보는 노력이 요구되며, 교원의 전문성 제고를 위한 전문적 자질과 능력 향상에 기초해야 함을 강조하였다. 아울러, 교원의 양성과정, 자격부여, 임용, 연수에 이르기까지 각 단계별 교사의 질 향상을 위한 제도적 장치가 더욱 강화되어야 할 것임을 제언하고 있다.
