The principle of developmental education is that since there are differences in cognitive development among the students of the same grade level, teaching should be adjusted to the individual student for providing the quality experience. In this vein, this study investigated the levels of cognitive development of the first to second graders and the developmental appropriateness of the national curriculum for them.
The results were as follows:
1. Cognitive development levels showed significant differences among individuals.
2. High proportion of children did not developed the notions of "preservation, classification, space, relation."
3. The national curriculum for the first to second graders are difficult for their cogntive development levels.
From the results, it can be concluded that teaching the first to second graders in elementary school adopt individualized learning strategies in consideration of their different cognitive development levels and some parts of the national curriculum for them needs to be modified and supplemented properly accordingly.

발달교육의 원리는 같은 연령, 같은 학년의 아동들이라도 개인의 특성에 따라 인지발달의 수준 차이가 있으므로 교육은 개개인의 능력의 다양성과 변화 가능성을 인정하여 각각의 아동들에게 적절한 교육적 처치를 제공하는 방향으로 바뀌어야 한다는 것이다.
본 연구는 이러한 교육적 필요를 바탕으로 초등학교 1, 2학년 아동의 인지발달 수준을 살펴보고 초등교육에 주는 시사점을 탐색해 보는데 그 목적을 두고 있다.
초등학교 1, 2학년의 인지발달 수준을 조사한 결과는 다음과 같다.
첫째, 초등학교 1, 2학년 아동들의 인지발달 수준 검사 결과는 개인별 차이가 큰 것으로 나타났다.
둘째, ‘보존, 분류, 공간, 관계’ 등의 모든 과제에서 보존 개념이 형성되지 않은 아동이 높은 비율을 차지하고 있었다.
셋째, 국가 수준의 초등학교 1, 2학년 수학과와 슬기로운 생활 교과에서 요구하는 인지발달 수준에 비해 아동의 인지발달 수준이 낮은 것으로 나타났다.
위의 연구 결과들에 기초해 볼 때, 초등학교 1, 2학년 아동들에 대한 교수는 아동들의 인지 발달 수준을 고려한 개별화 학습 전략이 필요하며, 국가 수준의 교육과정도 이에 적절하도록 발달적 측면을 고려하여 개발될 필요가 있음을 시사 받을 수 있다.
