This study is to find strategies for constructing the connection system between office of education and general office in metropolitan area that ultimately contribute educational development. For the purpose, this study found out key elements that affect successful construction of cooperative connections between the agencies. The main purposes of analysis are ① to understand knowledge background of cooperative connection, ② to search for the strategies that affect administrative practice, ③ to suggest problems to be solved that affect actual plans for legal institutionalization of cooperative connection system. In light of research process summarized above, conclusion of research are as follows. First, the head of general office(mayor) and office of education(superintendent) should make clear what is the purpose and object of connecting. Second, they should make matters that they should work together with both agencies in the concrete, but the matters are classified into two groups. the one is obligatory matters and the other is autonomic matters. Third, it is necessary to establish an organ of consultation that manages the connection system and consultation between office of education and general office in metropolitan area. Fourth, exclusive post is necessary for the professional performance related to cooperative connection. Fifth, general autonomy should support the finances of local education expenditure, and establish special accounts for educational expenses.

우리나라는 1991년 교육자치제가 법제화된 이후 일반자치단체와 교육자치단체간 분리·통합의 갈등이 반복되어왔다. 그 결과 2006년 12월 교육위원회가 지방의회의 독립된 상임분과위원회로 일원화되고, 교육감 및 교육위원 선출제가 직선제로 전환되어져 양 기관간 교육사안에 대한 연계협력이 더욱 절실해진 상황이다. 본 연구는 이러한 배경에 근거해 교육자치단체와 일반자치단체의 연계협력 강화를 위해 그 실태를 분석하고 성과와 과제를 탐색해보았다. 분석결과 현재 양 기관의 연계협력은 교육협력관제도, 상호협의체 운영, 관련 지방조례제정 등의 형식으로 이루어지고 있었다. 그 결과 비법정전입금 확보, 양 기관의 교육행정협의 증대, 다른 지방으로 협력체제 제도화의 파급 등의 성과를 나타냈다. 한편 향후 연계협력이 더욱 확대되고 효과적으로 운영되기 위해서는 교육협력관제도의 정착화, 비법정전입금의 법적근거 강화, 의무적 협의사항에 대한 상호 이해와 협력, 기초 자치단체에 대한 교육지원체제구축 등이 해결해야 할 과제로 나타났다.
