The purpose of this study is to examine the prerequisites for local governments to increase their capacity to make better social welfare policies in Korea. In fact, the administrative system for social welfare in Korea has been centralized in a way of top-down. The central government has been reluctant to delegate its power to local governments with regard to social welfare policies. The local governments also do not have a strong will to reform the current administrative system for the social welfare policy making due to their limited power and insufficient fiscal resources. Specifically, the main problem of the current welfare policies led by the central government is that the authority of the social welfare policy making has been dispersed with the central public administrative organizations as well as the Ministry of Health and Welfare so that it is difficult to expect consistent policies. Another problem is a lack of specialization of the administrative system for social welfare due to personal and organization factors within the bureaucracy. In order to solve these problems, it is necessary to reform the current administrative system for social welfare led by the central government. This study argues that local governments can play an important role rather than the central government in increasing effectiveness and efficiency of public assistance and social welfare services.

본 연구의 목적은 현재 우리나라 지방정부의 사회복지행정체계의 현황을 구체적으로 검토하여 문제점을 도출하고 개선하는 방안을 제시함으로써 지방자치 10여년을 지난 현 시점해서 향후 새로운 세기에 효율적이고 바람직한 사회복지행정체계를 제시하는데 있다. 우리나라의 사회복지행정체계는 중앙정부의 상의하달식 수직적 체계로 인하여 지역특성과 욕구가 무시되고 수혜대상자의 의견을 반영한 복지서비스의 제공이 어렵다는 문제점을 가지고 있다. 이러한 행정편의 위주의 상의하달식 체계에서는 중간 또는 하부조직에서 수혜대상자의 욕구나 지역의 욕구에 자율적이며 능동적으로 대처하기 어렵도록 되어 있다. 특히 현재 중앙집권적 복지정책에서의 중요한 문제는 별도의 전담기구가 설치되지 않은 상태에서 보건복지부가 정책을 수립하고 지방정부가 이행하는 서비스 제공은 정책결정기관과 집행기관이 상호 분리되기 때문에 행정 수행 상 매우 심각한 문제가 초래되고 있다. 또한 사회복지행정체계를 담당하는 인력이나 조직의 의 전문성이 결여되어 있다. 이러한 문제를 해결하기 위하여 현행 중앙집권적 사회복지행정체계를 개선하고 재구성할 필요가 있다. 그러므로 본 논문에서는 공공복지와 사회복지서비스에 대한 중앙정부의 역할과 더불어 지방정부의 중요한 역할을 재편하고 검토하는 방향을 제시하고 있다.
