The educational system means the education target, education object, school age and education term of schools by school level and fields, and relation, specialization and connection among schools. These days, several organizations such as Ministry of Education & Human Resources
Development, Korean Educational Development Institute, The Korea Research Institute for Vocational Education and Training, etc. are studying the reorganization of the educational system. Considering this reality and based on the data, which I have collected, I would like to research and propose the plan in the comprehensive aspects through the theory and literature research for the direction to be pursued in the reorganization of educational system.
To achieve the research object, I study and propose the reorganization plan of educational system required to cultivate the human resources for the future internationalization society in the 21st century by studying the preceding research on the reorganization of educational system and
examining and analyzing the problem of the existing school system. From the viewpoint of human resources development at the educational level graduating from industrial high schools, I analyzed the situation and problems of the existing school system and from the viewpoint of new school system in the knowledge and information society, I approached the direction of
reorganization of educational system.
What is easy to be ignored in the existing school system is that we will keep requiring the human resources completing the secondary occupational education in the future society. American industry fields expect that most jobs will be created in enough occupations at the educational level lower than high school graduation with the highest job increase rate(36.6%). In
reality, 44.8% of the whole jobs requiring for new job seekers occur at the level lower than the high school graduation while the creation of jobs proper for highly educated people even at the arrival of so-called knowledge-based society. That shows the reality that the increase of jobs suitable for highly educated people is not as much as we think.
In conclusion, I studied the preceding research, situation and problems of the existing school system and reorganization of school system and especially, I proposed and concluded the importance of reorganization of school system from the diversified point of view in detail. I hope that it will be followed by demonstrative studies and detailed research subdividing the
reorganization of school system for occupational education at the industrial high schools.

학제는 학교단계와 학교계통별 학교의 교육목표, 교육대상, 취학연령, 수학연한, 학교간의 접속과 분화 관계 및 연계 등을 의미한다. 최근 들어 교육 인적자원부 및 한국교육개발원과 한국직업능력 개발원 등 여러 기관에서 학제개편에 대한 연구를 하고 있다. 이러한 현실을 감안하고 연구자가 평소 수집한 자료들을 중심으로 국제화 시대를 맞아 중등단계 직업교육 활성화를 위한 학제개편이 지향해야할 방향에 대해 이론과 문헌적 고찰을 통해 포괄적 차원의 방안을 탐색 제안 하고자한다.
연구목적을 달성하기 위하여 학제개편에 대한 선행연구를 고찰하며, 현행학제의 문제점을 검토 분석하여 21C 국제화 미래사회에 요구되는 인적자원을 양성하는데 요구되는 학제개편 방안을 탐색 제시 한다. 전문계 고교를 졸업한 학력수준의 인적자원개발의 관점에서 현행 학교제도의 현황과 문제점을 분석하고 지식정보사회의 새로운 학제의 관점에서 학제개편의 방향을 탐색적으로 접근한다.
현행학제 개편 방안 중 간과하기 쉬운 점은 중등단계 직업교육을 이수한 인적자원이 미래사회에서도 지속적으로 필요하다는 사실이다. 미국 산업계는 2014년에 이르러서도 고졸 이하의 학력수준이면 충분한 직업에서 가장 많은 일자리가 창출될 것으로 예측하고 있으며, 일자리 증가분 비중(36.6%) 역시 가장 높을 것으로 전망한다. 이른바 지식기반 사회가 도래하였음에도 불구하고 고학력자에게 적합한 일자리의 생성은 그리 높지 않은데 비해, 특히 새로이 구직자를 구하는 일자리 수에서도 전체의 44.8%는 고졸 이하에서 발생하고 있는 것이 현실이다. 이는 고학력자에게 적합한 일자리의 증가가 생각보다 많지 않다는 현실을 보여주고 있다.
결론적으로 선행연구의 고찰, 현행학제의 실태 및 문제점, 학제개편방안의 탐색을 중심으로 고찰하며 특히 고졸학력 수준의 인적자원개발 차원에서 학제 개편 방안의 중요성을 다각적인 관점에서 탐색적으로 상세히 제시하며 결론을 맺었다. 본 연구의 후속으로 실증적 연구와 전문계고교의 직업교육에 대한 학제 개편을 보다 세분화 하여 다루는 연구가 이루어지기를 기대한다.
