The policemen are normally supposed to devote themselves wholly for the freedom and security of the national people. Actually, however, they are rather busy dealing with the drunken people who cause a stir at police boxes or regional police units than doing their own task of keeping peace for the citizens. The cost and time spent for such non-authoritative purposes eventually go to the burden of the good citizens who in turn are deprived of chance to get quality security
service by the police. The present paper is thus aimed at examining judicial cases concerned with probation for the drunken and drawing out measures for improvements by reducing
the burden of the police in the front line caused from probation of the drunken or proteges and by cutting down the social and economic cost arising therefrom.
