In highly industrialized modern society, there will be increasing various conflicts and tensions among different groups. So it will be also necessary to protect VIP because of many dangerous situations, e. g. attack, assassination or terror, and so on. Including the Korean president and prime minister, VIP's safety and security is very important to the national security. Usually this important duty is accomplished by the police and specific security organizations. Recently the role of the police in VIP security services is more emphasized than any other times. The more effective and specialized police system for VIP security is demanded by the public. It is necessary to improve the techniques and tactics for VIP protection and escort by the police. Through the organizational reform and effective personnel management (recruitment, training and education), and advanced skills, the better protection services can be provided by the police. It is time to understand the police role in protection services and approach to other countries' experiences. We can get many helpful ideas from the comparative studies in the American, British, German and Canadian police forces and their security systems. These countries operate special police-oriented VIP protection systems. In this paper, Korean VIP protection system which is divided into two organizations, e.g. the national police and PSS(Presidential Security Service) will be criticized. Including protection service organizations, subjects of protection, security officers' recruitment process, training program, and various alternatives for the effective VIP protection service will be presented. For the purpose of these improvement, the revision of regulations on VIP protection, comparative study, international cooperation, and specialization of protection services by the police are also essential.

21C 고도산업사회로 진입하면서 다양한 이해관계대립 및 갈등이 증폭됨에 따라서 신변경호가 필요한 중요인사의 범위가 확대되고 있으며, 국가원수를 비롯한 중요인사에 대한 경호직무는 국가안위와도 밀접한 관련을 맺고 있다. 이러한 직무를 수행하는 경찰의 역할도 더욱 강조되고 있는 바, 보다 더 효율적이고 전문화된 경호경찰 시스템 구축이 요구되고 있다. 따라서 경호조직, 경호직무 전문성 및 경호인력에 대한 획기적인 접근과 이해가 필요한 시점이다. 이에 선진 각국의“경찰중심 경호조직”은 시사하는 바가 많다 할 것이다．본 논문에서는 이원화된 한국 경호체계（경찰－경호실）의 현황과 문제점을 확인하였으며, 경찰조직 중심의 경호체계를 이루고 있는 영국, 독일, 캐나다 경찰사례와 특별조직 중심의 경호체계를 운영하고 있는 미국제도를 비교적 관점에서 분석하였다.특히 각국의 경호조직,경호대상자 범위, 경호요원선발, 교육제도 및 인사관리 시스템,경호직무 전문화,경호부서의 위상 등에 관한 심층 비교연구 결과를 제시하였다. 이러한 시사점을 통하여 한국의 바람직한 경호경찰 발전방안을 모색하였다,향후 경호직무 수요 증대에 따른 경호경찰 조직과 위상의 강화,관련법령의 정비, 직무전문화 도모 및 각국 경호경찰과의 유대 강화가 매우 긴요시 되고 있다
