With the increased debates on pluralization there has been a growing dispute about the governance of community policing for ‘risk society’ through shared responsibility in South Korea. This paper discusses a desirable direction for the current national police service in the era of autonomous policing system, although restricted in a certain province in Korea, by benchmarking advanced countries, especially Great Britain through the analysis of a questionnaire survey of 253 national police line officers across the country. The findings covers the issues of enhancing local police partnership for quality-of-life crime problems; the mission creep concern by police officers; a desirable police governance model; an alternative to increasing the police service strengths; enhancing coproduction of police service from a pluralization standpoint. In terms of efficiency and democratization of police service, the issues of the professionalization of community policing, accessibility of police service by citizens, the transparency of police administration, the ethnic diversity of police personnel, disarming the armed police in the country, etc. A number of solutions and directions were suggested for the future of the Korean police.

이 논문은 우리나라 일선 경찰관들에 대한 설문조사 분석과 일부 치안선진국, 특히 영국의 사례를 통해 자치경찰제도가 일부 지역에서 이미 시작된 현 시점에서 일선 치안서비스가 나아가야 할 바람직한 방향에 대해 논하였다. 치안서비스 구조의 다원화측면에서는 자치단체 업무의 치안 문제와의 관련성과 범죄 및 치안 문제에 대한 책임, 자치경찰기능에 의한 국가경찰 사무의 잠식 가능성, 바람직한 치안거버넌스 모델, 경찰서비스 구조의 다원화, 협력 치안의 강화를 위한 대안 등에 대하여 논하였으며, 경찰서비스 조직의 효율화 ․ 민주화 측면에서는 지역사회경찰활동 서비스의 전문화와 지역 주민의 경찰서비스에의 접근성, 일선 경찰관의 근무 과다로 인한 문제점과 그 대안, 경찰 인력 증원을 위한 대안, 지역 경찰행정의 투명성, 범죄 대책 프로그램 주기, 채용 정책의 다양화 차원에서의 타 인종 경찰관의 채용, 자치경찰의 비무장화 쟁점, 경찰조직 구성원 간 관계, 일선 경찰과 검찰의 관계 등을 논하고 이와 관련하여 경찰서비스의 미래지향적 발전 방향을 제시하였다.
