The purpose of this paper is to compare Incheon and Pyeongtaek․Dangjin ports from a systems approach due to support the issue of Logistics Co－operation System between two ports. From this study we could find that Incheon and pyeongtaek ports are politically different two ports but, they have too many similarities to operate independently. It is because of using the same approaching sea route and crossing use of the same hinterland called Seoul Metropolitan. These similarities means two ports have to cooperate each other not to compete each other with the same development strategy for their future. This study found the solution of the port cooperation in the Seoul Metropolitan area from the cluster theory. The specialized leagile Port & Industry Cluster could be a significant answer for the question, “What is the proper strategy for the ports in a metropolitan area?”

이 연구는 인천과 평택․당진항의 물류협력체계를 구축함에 있어서 시스템적 접근법을 사용하여 두 항만 간을 서로 비교함이 주요한 목적이다. 인천과 평택․당진항은 정치적으로 다른 두개의 항만이고 개별적으로 운영에도 불구하고 너무나 많은 유사점을 지니고 있음을 알 수 있다. 여기서 유사성이라는 것은 동일한 해상구간을 이용하고 수도권이라는 거대한 배후지의 상호이용이 가능하다는 것이다. 유사성의 의미는 두 항만의 미래를 위하여 유사한 개발전략과 더불어 이들 두 항만이 경쟁하지 않고 서로 협력을 한다는 것이다. 이 연구는 수도권지역에 있어서 항만협력의 해결책은 클러스터 이론에서 나온다는 것을 알 수 있다. 특화된 leagile 항만과 산업클러스터는 “수도권지역에서 항만을 위한 타당한 전략은 무엇인가?”라는 질문에 대한 중요한 답이 될 수 있다.
