This study has attempted to compare ‘the evaluation index of the youth center in 2006' with the
evaluation indexes since 2000 year. According to the result of this study some prop0sals for the
standardization of evaluation index are offered as follows; The first, before evaluating the purpose and focus of evaluation must be decided beforehand. The second, evaluation index has to ensure the objectivity to the highest degree. The third, in constitution of evaluation indexes there should be a good balance between the youth center building and its administration of evaluation. The fourth, evaluation indexes must be constructed harmonious with the qualitative analysis and quantitative analysis. The fifth, as to the solving the problem of weight of evaluation index only the scientific approaches are available. The sixth, in developing evaluation indexes both the theorist and the person in charge of business must take part in together. The seventh, evaluation indexes must be not too much for the efficient appraising. The eighth, the weight to coefficient of
utilization of the youth center by the youth must be most high. Finally, the developing of the evaluation index should ensure the independence and the autonomy without intervention of the government.

본 연구는 청소년시설의 평가지표 중에서 2000년 이후 청소년수련관에 대한 평가지표들을 비교하여 고찰하였다. 특히, 본 연구는 가장 최근에 개발된 2006년도의 청소년수련관 평가지표를 상세히 분석함으로서 청소년수련관의 평가지표 표준화를 시도하였다. 연구과정에서 도출된 표준화된 청소년수련관 평가지표를 결정하는데 있어 중요한 원칙들을 정리하면 다음과 같다. 첫째, 평가에 앞서 평가의 최종목적과 성격이 무엇인가가 선결적으로 확정되어야한다. 둘째, 평가지표는 최대한의 객관성을 확보하여야 한다. 셋째, 평가지표의 구성은 시설 자체에 대한 평가지표와 시설운영에 대한 평가지표가 균형을 이루어야 한다. 넷째, 평가지표는 정성적 평가지표와 정량적 평가지표로 조화롭게 구성되어야 한다. 다섯째, 평가지표의 가중치에 관한 문제해결에는 보다 정밀한 과학적인 접근만이 유효하다. 여섯째, 평가지표 개발과 표준화 작업 및 가중치 부여과정에는 시설 및 시설운영의 이론가와 현장 실무자들이 함께 참여하도록 한다. 일곱째, 평가지표는 평가실사의 조건을 고려해서 개발되어야 한다. 여덟째, 청소년의 시설이용률에 대한 가중치는 최고로 설정하도록 한다. 아홉째, 외부의 개입 없이 평가지표 개발의 독립성과 자율성이 확보되는 과학적 방법이 강구되어야 한다.
