Comparative studies of European social policies towards elderly people focus on the systems
and their implementation. Therefore, the analysis focuses on the public authorities’ response-the
care program which determine the type of care required and the financial contribution of the userin each of European countries, in relation to the concrete situations of elderly people. This
approach gives us interesting concrete elements on the services and financial help which can be
given to elderly people, but it also enables us to understand precisely the national care systems
organized in the different countries and the main difficulties encountered by public authorities on
facing this problem of elderly people.

재가노인보호 프로그램에 대한 유럽국가정책 비교연구는 최근 발표된 연구자료와 문헌을 기초로 하고 있다. 본 연구에서 인용하고 있는 유럽 6개국(독일, 스페인, 이태리, 프랑스, 영국과 스웨덴)의 시스템 비교 연구는 사례연구의 결과물로서, 각국의 노인 관련 공공기관(public authorities)의 반응을 분석한 내용이다. 따라서 본 연구에서도 케어 유형과 이용자의 재정적인 분담(financial contribution)을 결정하는 노인보호 프로그램에 초점을 두고 있다. 이러한 접근은 우리들에게 허약노인에게 주어지는 재정적인 원조와 서비스에 대한 구체적인 방안을 제공해 줄 뿐만 아니라, 허약노인 문제에서 나타나는 공공기관이 직면한 어려움과 여러 국가에서 조직화된 국가 케어 시스템들을 명백하게 이해할 수 있도록 해 준다.
