In this study, the provision of information and communication infrastructure, as a factor to realize e-residents autonomy, is considered into two aspects of basic factors and application factors.The basic factors were examined regarding accessibility and information opening, and the application factors were analyzed by the main body of operation, the forms of residents' participation, the forms of channels for residents' participation, the scope of theme for proposal/discussion, whether there was discussion or not, and the degree of residents' participation. And as results of analyzing the factors of e-residents' autonomy, the following problems were drawn:First, as there is information gap generated in accessibility, the education and facility to complement this shall be supported.Second, the form of information opening shall be made on the line and be changed so that residents can look up the information directly on the line.Third, as the structure of channel for residents' participation, which is one of the application factors, is overlapped and makes the user hard to find the right information at once troubling the user of website.In implementing the e-government, therefore, the emphasis shall be put on realizing the democracy, the basis of local autonomy, by increasing the participation of citizens as a tool for the development of local autonomy.
