The Korean police agency has consistently maintained a centralized national police system since it's establishment as national police agency. It is true that after the foundation of korean government, this system has been heavily contributed to the nation to cope with unstable political and social environment in a particular security situation of its divided territory. However, national police become overloaded with a great amount of local affairs and it caused negligence of public security related with protecting private life and property. Moreover, it twisted the functions of police and raced public distrust on the police. whenever the government implemented organizational transformation and political revolution touched the politics, introduction of the self-governing local police system was proposed repeatedly as the method to cure these symptoms. Nevertheless, the system could not be realized because of the self-defensive instinct of the ruling party pursuing strong police that has authorized power, and public indifference Since 1995, as the local government system has deepened its roots and the security conditions became various, it was required that police should be independent from central government to complete local government system and provide higher quality service to the citizens. with the historical trend, searching for the new police system that is adequate to each local situation has become an urgent matter. Therefore we can suggest the integrated police system that is made up of national police system and local police system. This is institutional basis to realize the harmony between central and local police administration. with the integrated system, we may expect reasonable decentralization of police power, and efficiency and specialty in police activities as well as democracy and service. In application of the system, it could be more reasonable to apply national police to central government and local police to local government. Local police system should be applied to wide-area local government considering our own particular national situation.The instruction of self-governing local police system is expected to be the most innovative landmark in its half-century history. Moreover, peoples consideration and cooperation are needed for the police to be born again as advanced democratic service-oriented police on the basis of grassroots. In addition, it is no wonder that the police should try to make every effort to acquire support and trust form people.
