This inquiry connotes that glocalization means different things to different people, and that such differences matter for the way in which we understand, and act within, the globalized societies. Glocalization mechanism contains regional broadening, structural deepening and phenomenological continuing of what is happening in the world through globalization, internationalization, informationalization and localization. This manuscript specifically examines problems resided in the local autonomous governments’ globalization policy and suggests future policy alternatives. Problems of globalization policy lie in the limitations/inadequacies of the administrative institutions and organizations, city functions, specialized personnel, financial resources, international exchanges of local self-autonomous governments. Local governments need to have decentralization including regulation and redistribution of central and local authorities, improvement of local NGOs’ participation and international consciousness, arrangement of revenues for international exchange and cooperation programs, reactivation of local economy, expansion of social infrastructure, and assurance of specialized personnel. This inquiry underscores that local autonomies’ globalization policy should be directed and coordinated by citizens, local NGOs, firms and academics in the consolidation process.

세계화, 지방화 및 정보화와 더불어 세방화(世方化, glocalization)는 전 세계적인 현상으로 대두되고 있다. 세방화의 메커니즘은 지역적으로는 확대되고(broadening), 체제적 네트워크는 그 과정과 연관관계에 있어 더욱 복잡하고 심화되며(deepening), 현상학적으로는 계속되는(continuing) 연속성을 지니고 있다. 본 연구는 이러한 시대사조의 흐름에 부흥하여 6대 광역자치단체의 세계화 정책에서 나타나는 문제점을 고찰해보고 그 개선책을 제시하였다. 세계화 정책추진에 대한 문제점을 행정조직, 도시기능, 전문인력, 추진재원 및 국제교류를 바탕으로 분석하였고, 개선책을 중앙과 지방의 기능 재배분, 지방의 참여증진과 국제의식의 고양, 세계화추진 재원의 마련, 지방의 경제여건 및 사회 인프라의 확충, 세계화 전문인력의 확보라는 다섯 가지 범주에 따라 제시하였다. 본 연구는 세계화 정책을 공고히 하는 과정에서, 지역시민, 민간단체, 학술연구기관, 기업을 주체로 하는 그리고 지방정부는 주변 조율작업을 하는 민간주도형으로 전환되어야 한다는 점을 강조하였다.
