This article examines the theory of regulation and its diffusion towards the Third world. First of all, the theory of regulation studies the new face of capitalism after World War II with the pair of concepts; regime of accumulation and mode of regulation. This approach defines the new type of accumulation after World War II as Fordism, the golden age of capitalism. Oil crisis of seventies shortens the rentability of capital and delays the accumulation of capital. Thus the crisis of capital in the center towards the new region of world as the third world. In this context the theory of regulation broadens the theoretical perspective and diffuses its projects. The goal is to detect how successful few countries, like Spain, Portugal, Korea, Taiwan, etc., achieve their industrialization. A theory of regulation offers a diverse perspective to explain their achievement a posteri and contributes new approach of political economy.

1980년대 초에 등장한 조절이론은 지금까지 서구 자본주의의 발전을 새로운 개념을 제시하고 이에 의해 자본주의를 고찰하고 있다. 이 이론은 자본주의의 역동성을 이해하는데 아직도 많은 시사점을 제공하고 있다. Karl Marx가 예견했듯이 자본주의는 필연적 붕괴 할 것이라는 주장이 왜 현실세계에서는 이루어지지 않는가에 관한 물음을 던지는 이론이다. 역사적으로 자본주의는 무정형에 기초한 카멜레온적 변신을 거듭하여 왔다. 조절이론 역시 아직도 진행형으로 이론의 틀을 발전시키는 입장이고, 역설적으로 자본주의 발전을 정당화하는 이론일 수도 있다. 여기서는 포드주의가 주변부로 왜 확산되는 가에 대해서 살펴보고자 한다. 지금까지의 많은 논의들은 중심부 자본의 필요성에 의해서 포드주의가 확산되는 것으로 이해하고 있다. 그러나 포드주의의 세계화는 중심부 자본의 절박성과 주변부 국가의 경제발전 요구가 서로 맞물리어 발생한 현상으로 보는 것이 당연하다 할 수 있다.이 논문에서는 우선 조절이론의 기본적 개념을 설명하고, 그리고 서구에서 우연적으로 성공한 포드주의라는 역사적 구성체가 어떻게 성립되었고 또 위기에 빠졌는지에 대해서 알아보고, 마지막으로 포드주의의 확산에 대해서 살펴보고자 한다.
