The two central concepts of international politics, sovereignty and security, are conceptually interrelated. Thus it can be said that issues and contents of security discourses of a given unit are determined by the concrete shape of a socially constructed sovereignty. Assuming that the post-socialist Russia has a 'divided and confused' neofeudalist sovereignty constructed by interactions between the center and the periphery, this study explores the issues and contents of security conflicts between the federal government and the regional authorities in the Russian Far East. The northeast asian countries, including the Russian federal government, maintain mainly the traditional concepts of sovereignty and security. In this condition, the relative autonomy of regional governments conducting their own foreign policies, which is given by the neofeudalist sovereignty situation of Russia, allows the Russian Far East to advance policies of interregional cooperations to cope with the 'new security' threats in the Northeast Asia.

국제정치연구의 중심개념인 주권과 안보는 개념적인 상호의존관계에 있다. 이러한 연관관계를 고려할 때, 한 단위체의 주권이 사회적으로 구성되는 구체적인 모습에 따라 그 단위체의 안보담론의 이슈와 내용이 결정된다고 할 수 있다. 본 연구는 탈사회주의 러시아의 주권을 중앙과 지방의 독특한 상호관계를 통해 구성된 ‘분할되고 불명확한’ 신봉건주의적 주권개념으로 파악하는 것이 가능하다는 전제 아래, 이에 기인하는 중앙-지방 간 안보갈등의 이슈와 내용을 중앙정부와 극동지방의 안보담론을 중심으로 살펴봄으로써 러시아의 對동북아정책에 지니는 함의를 검토하고 있다. 러시아의 연방정부를 비롯한 동북아국가들은 대체로 주권과 안보에 대하여 전통적인 개념을 여전히 고수하고 있다. 이러한 조건 아래에서 러시아의 신봉건주의적 주권상황에 의해 주어진 지방정부의 대외정책 상의 상대적 자율성은 극동지방이 상호의존성에 기초한 포괄적인 안보개념을 바탕으로 - 러시아 국가의 합법적인 주권을 침해하지 않으면서 - 동북아지역의 협력체제 구축에 적극적으로 나설 수 있는 가능성을 열어주는 자원이라고 할 것이다.
