The current paper attempts to provide alternatives for enhancing economic cooperation between North and South Korea by analyzing economic cooperative modes in Northeast Asia. North-South economic cooperation was begun by the initiative of South Korean government in 1988. It could have been expanded further than the current record, if there had not been existed the following inhibiting forces. Among them, political variables are unstable relationship between North and South Korea, North Korea's policy to give priorities to sustain its regime, and South Korea's inconsistent economic policies toward North Korea. Economic variables are North Korea's economic hardship and inappropriate investment climate. As a matter of fact, there exist promoting factors behind North-South economic cooperation: geographical proximity, economic complementarity, and no language barriers for communication. It is necessary for us to devise ways to enhance positive factors and circumvent inhibiting forces by utilizing developmental paths of economic cooperation in Northeast Asia. If we could launch a economic consultative forum among the nations in Northeast Asia, North Korea would have chances to learn advantages of market economy without much trouble. It is also necessary to develop border areas between North Korea and China with the help of Japan and South Korea. In this way, North Korea could advance toward opening-up and reform at an accelerated pace.

본 논문은 남북한간 경제협력과 동북아의 경제협력 구도를 분석함으로써 상호간에 상승작용을 일으킬 수 있는 방안을 제안하고자 한다. 남북경협은 7·7선언 이후 15년간 추진되었는바, 남북관계 및 한반도정세의 불안정성, 북한의 체제수호우선적 정책, 남한의 대북정책 일관성 유지 어려움 등 정치적 요인과 북한의 경제난, 북한의 열악한 투자환경, 대북경협 사업 추진 실무상 장애요인 등 경제적 요인으로 인해서 대폭적으로 확대되지 못하고 있다. 사실상 남북한간에는 지리적 인접성, 경제적 상호보완성, 언어소통의 자유로움 등 경제협력을 심화할 수 있는 유리한 여건을 가지고 있다. 따라서 이러한 유리한 조건을 극대화하고 장애요인을 우회하는 방편으로 동북아지역의 경제협력 발전추세를 활용하는 것이 필요하다. 우선적으로 남북한과 중국 및 일본을 포함한 경제협의체를 출범시켜 북한이 다자적 틀 안에서 자본주의의 이점을 배워나가도록 하는 것이 중요하다. 또한 중국은 경제발전을 위해서 지역안정을 희망하고 있다는 점을 감안해서, 중국과 북한간 접경지역을 개발하는 방안을 남한과 일본이 지원하는 다자적 경협사업을 추진하면 북한의 개혁 및 개방을 가속화하는 효과가 있을 것으로 판단된다.
