Decentralization under the Parliamentary System

A parliamentary government is the core institution of the central power politics. If it is complemented by local politics based on the principle of delegation and complement, its efficiency can be enhanced in view of the principle of mutual complement. The interrelatedness between parliamentary government and decentralization may seem on the surface insignificant. But decentralization is a critical means to stabilize both the central politics and local politics of the federalist states operating under a parliamentary system. It is because effective decentralization can assure the autonomy of local politics and help the local interests to be represented in the central politics.The purpose of this article is to discuss and analyze, from the perspective of institutionalism, the ways in which decentralization has been taking place in states operating under parliamentary government. Also, the present study seeks to consider the implications for Korean politics in the event that Korea adopts a parliamentary system. To enhance analytic efficiency, among the states that have adopted parliamentary government, United Kingdom, Japan, and Germany have been chosen, and the relationship between the central politics and local politics in those countries, and models of localization and other particulars of each of these states are considered. Further, it will also consider what inferences for Korea can be drawn from the cases of decentralization of those countries if the current presidential power structure of Korea, which is a critical factor in regards to the unification of the Korean peninsular, changes to a parliamentary system.

의원내각제는 중앙정치의 핵심적 기제로서 지방정치라는 위임과 보완의 분권형태를 갖출 때, 상보적 원리에 입각하여 효율성을 한층 더 높일 수 있다. 의원내각제와 지방분권의 상관성은 외견상 긴밀해 보이지 않을 수 있다. 그렇지만 연방제를 채택한 의원내각제 국가에서 지방분권은 중앙정치와 지방정치를 동시에 안정시킬 수 있는 중요한 정치기제이다. 효율적인 지방분권은 지방정치의 자율성을 담보하고 중앙정치에 자신들의 입장을 반영시킬 수 있기 때문이다. 지방분권을 단순히 중앙정치의 이행이라는 측면에서 본다면, 지역사회의 관심사를 중앙정치차원에서 제대로 담아낼 수 없다. 이는 중앙정치의 불안정으로 이어지기 쉽다. 이 글의 목적은 의원내각제를 채택한 국가들의 지방분권은 어떤 형태로 이루어져 있는가를 제도론적 차원에서 조명하고, 향후 한국이 의원내각제를 채택하는 경우 어떤 함의를 도출할 수 있는가를 모색하는데 있다. 논의의 효율성을 제고하고자 의원내각제를 채택한 국가들 중 영국, 일본, 독일을 선정하여 이들 국가의 중앙정치와 지방정치의 관계, 지방분권모형 그리고 각국의 특징을 고찰하고자 한다. 나아가 대통령제를 현재 채택하고 있는 한국의 권력구조가 향후 남북한 통일 등의 중요한 변수를 고려하여 의원내각제로 전환되는 경우, 기존 의원내각제를 실시하는 국가의 지방분권사례에서 어떤 함의를 도출할 수 있는가를 분석한다.
