This study is on concerning a concept “many employments through much environmental protection” that ecological social market economy in the environment politics of German trade union means. This article aims to investigate if there is contradiction in that concept among the employment and the environment or not, how the tensional and conflicting Relation between two terms “the employment” and “the environment” can be solved and united.This article explains in order. In the investigated question to the priority among employment and environment, when economy becomes difficult to, the employment problem is at the first concern more than one of environment. The union Trade gives not up the aim of classical all employment. In the connection to that, the concept “many employments through much environmental protection” is one of environment politics of German trade union. According to that, l try to explain the contents of the guide and program in the environment politics in the timely divided difference - principle establishment times between the development, employment and environmental protection, - position expression at the national environmental politics, demand and participate in the political decision, the responding times in the enterprise environment politics, the environmental modernisation times for many employment. With having a mistake or skeptic to the environment concepts of the trade union, ich look at the dilemma of the environment politic in the German trade union- one hand in the meaning, that the environment protection can bring to the jobs Loss, the other hand the extension of non-organisationed and atypical jobs. This thesis ist not sure that in conclusion the environmental protection makes many jobs.

이 글은 독일 노조의 환경정책과 관련한 생태적 사회적 시장경제의 개념인 ‘환경보호를 통한 고용창출(Mehr Beschäftigung durch mehr Umweltschutz)’에 관한 것이다. 고용과 환경보호 간의 관계에 있어서 이 개념에 모순은 없는지, 고용과 환경간의 긴장과 갈등관계는 어떻게 해소되어 합일을 이룰 수 있는지에 대한 탐구가 이 글의 목적이다. 글의 내용은 차례대로 고용과 환경의 우선순위에 대한 시민 설문조사에서 경제가 어려우면 어려울수록 환경문제보다는 고용문제가 제1의 정책적 관심사임을 살펴본다. 노조의 전통적인 완전고용의 목표는 파기되지 않았으며, 그와 관련하여 ‘환경보호를 통한 고용창출’이 독일 노조 환경정책의 개념임을 기술한다. 그에 따라 시기별로 성장, 고용과 환경보호 사이에서 환경정책의 원칙 정립, 국가의 환경정책에 대한 입장 표명과 정책결정과정에 있어 참여요구 시기, 기업 환경정책에 대한 대응 시기, 고용창출을 위한 환경의 근대화 시기 등을 구분하여 살펴본다. 그리하여 ‘환경보호를 통한 고용창출’개념에 대한 오류나 의문들을 가져 보면서, 환경보호가 고용상실을 가져올 수 있으며, 그에 대응하여 환경보호를 통한 고용효과는 극히 미미하다는 것을 분석한다. 결국 환경보호가 일자리를 창출한다는 명제는 확실치 않음도 언급한다. 노조 환경정책의 기본 딜레마는 사회 경제적인 구조변화와 비정형적인 고용의 확대가 노조의 완전고용의 목표와 합일되지 않는다는 점 그리고 산업사회(체제) 내적인 기존의 포디즘적인 생산 시스템에서 노조 조직원의 이해 관심은 환경보호와는 거리가 있다는 점이다. 이것은 사회운동적인 관점에서 노조의 행위방식과 조직이해를 벗어나 새로운 인식 지평과 패러다임이 요구된다고 하겠다.
