Since the Asian financial crisis in 1997, unemployment in Korea has soaked. Comparing with average 9% of GDP growth of pre-crisis era, Korean economy faces low growth rate with high cost and high unemployment.Most of the European Union member states embrace economic difficulties as does Korea. In particular, Germany, the locomotive economy of the EU, contains the most serious Before the reunification in 1989, the German stable economy was the role model to neighboring countries. However, since 1990's, Germany has lost its competitiveness and stability in the global market and turned to be a low growing economy. Under such an undesirable circumstance, the German government forces a new economic reform, which is called Hartz Reform Plan. This radical plan mainly focuses on the flexibility of the labour market and reduction of welfare benefits. Such ground-breaking reform will contribute a sound and healthy environment to German economy. The effort of the German government to encourage the competitiveness and stability of its economy seems to be suggestive to us. In balancing between globalization and stabilization of the economy, we should not overlook the German case, which demonstrates the weaknesses of the traditional welfare system and the way-out to the future.

1997년 이후 한국사회는 실업문제가 중요한 사회문제로 등장했다. 그 이전 까지만 해도 평균 9% 정도의 고도성장에 익숙해 있던 한국사회는 새로운 고비용 저성장, 고 실업이라는 어려운 환경을 맞이하고 있다. 유럽연합의 복지국가(EU)들도 이러한 우리와 같은 사회문제를 안고 있고, 특히 유럽의 중심 국가인 독일이 가장 큰 사회문제로 안고 있다.1989년 독일통일 이전의 독일이 복지국가로서 사회적인 안정은 다른 이웃국가들에게 모범이 되었었다. 그러나 통일 이후 가속화 되는 세계화의 물결과 독일의 경제, 사회구조는 그 경쟁력을 잃고 저 발전의 사회로 전락하고 말았다. 이러한 사회, 경제적인 환경에서 오늘날 독일은 새로운 경제개혁을 추진하고 있는데, 그것이 바로 하르츠(Hartz) 개혁안이다. 하르츠 개혁안에 따르면 먼저 노동시장의 유연화와 과도한 복지기금의 축소로 요약될 수 있다. 이에 따라서 독일 경제에 새로운 환경조성을 통해서 경쟁력을 강화하고, 생동하는 안정된 사회를 이룩하기 위해서 제안된 하르츠 개혁안은 우리에게 시사점이 많다고 본다. 우리는 세계화의 물결에서 한편으로는 사회적인 안정과 다른 한편으로는 세계화라는 국제경쟁력을 갖추어 우리의 미래를 계획하는데서 복지국가의 한계와 문제점 그리고 그 조정의 묘미를 우리가 독일의 사례를 통해서 이해해야 한다는 것은 아주 중요하다고 본다.
