This study aims to examine the characteristics of elementary and middle, high teachers' consciousness of human rights and to provide the institutional conditions and inner-school systems for moral education This study reviewed a comprehensive literature on teachers' rights and performed intensive interviews with teachers. And It examine teachers 'consciousness about human right. This study found that teachers are given the status of limited opportunity. Accordingly, expanding teachers' consciousness about human rights requires the following legal and systematic apparatuses. With parallel implementation of systematic conditions and strategic options, the following internal apparatuses must be considered in schools. It is necessary to create a deliberation network of teacher and student, parents that can induce voluntary participation and mutual understanding. It is necessary to develop an experience-based human rights education program. For example, role playing, virtual experiments, art activities- including poetry, drawings, and music, original writing, cooperative games, discussion, brain storming, all can be useful in attaining the goals of human rights education. Finally, it is necessary to develop ｢Guidelines for Use of Teacher Authority｣(tentatively) that can provide information to teachers on the appropriate use of their authority. In order to improve the consciousness of human rights, in parallel with these systematic apparatus, it is necessary to change the idea of right held by and administrators.

초․중등 학교에서 인권교육을 하고 있는 교과목은 도덕과와 사회과이다. 그런데 도덕과와 사회과에서 가르치는 영역이 중복되기도 하지만, 구별되는 영역이 있다. 사회과 영역에서 주로 인권의 개념 및 지식에 대한 것을 가르친다면 도덕과에서는 인권능력을 함양시킬 수 있는 것에 대한 교육이 이루어진다. 그런데 사회과나 도덕과에서 인권교육을 구체적으로 하는데는 어려움을 겪고 있다. 그것은 인권교육의 의미와 목적에 대한 규정, 현 교육과정 내에서 이루어 질 수 있는 구체적인 방법의 미흡뿐만 아니라, 학교문화 전반에서 나타나는 낮은 인권의식 등이다. 도덕과 교육에서 인권교육이 이루어지기 위해서는 다양한 노력들이 있어야 한다. 이러한 노력은 첫째, 현 도덕과 교육과정에서 이루어지는 내용과 인권교육의 적합성, 체계성 등에 대한 이론적 논의가 필요하다. 둘째, 인권교육을 위한 교수-학습 등과 관련된 방법에 대한 모색이다. 셋째, 학교문화와 관련해서 인권교육을 어떻게 할 수 있는지에 대한 논의가 있어야 한다. 그런데 이러한 논의와 함께 학교의 교육활동을 주체적으로 담당하고 있는 교사들이 인권을 어떻게 인식하고 있는지에 대한 연구가 필요하다. 도덕과 교육에서 담당해야할 것이 학생들의 인권의식 능력을 함양하기 위한 것이라면, 교사들이 갖는 인권의식은 교육활동에 영향을 끼치기 때문이다. 이에 본 연구는 도덕과를 포함한 교사들의 인권의식에 대한 연구를 조사하고, 이를 향상시키기 위한 방법을 모색하고자 한다.
