As local governments organize regional festivals in the name of cultural business, safety management has become a big issue. For the success of local festivals, it is important to prevent accidents which may happen at the places of local festivals. The purpose of this study is to provide and improve safety management strategies based on a case study of the catastrophe of Sangju Festival. This study provides the effective strategies of safety management as follows: First, improvement of the central government; Second, to construct a cooperative system between police and private security firms; Third, improve the ability in safety and crisis management oft the local government level; Forth, there are wholly responsible for the service in a private manpower security and so forth on beneficial events. The catastrophe of local festival cannot be protected only with laws and institutions. When safety conscience and prevention programs are prepared in advance, local governments can prevent the catastrophe which might happen at the sites of local festivals.

각 지방자치단체들이 문화산업이라는 지역축제를 지역마다 다양한 형태로 개최하면서 그동안 소홀히 다뤄왔던 안전관리에 대한 문제가 최근 들어 자주 표출되고 있다. 성공적인 지역축제도 중요하지만 행정편의주의와 안전불감증 등으로 인해 지역축제에서 사고가 되풀이되어 사회문제로 비약되고 있다. 본 연구는 대규모 시민참여 행사의 하나인 지역축제장에서 발생할 수 있는 사고를 미연에 방지하고, 국민들이 안전하게 행사에 참가하여 즐길 수 있도록 도출된 문제점을 분석하여 개선방안을 제시하는 것을 주요한 목적으로 삼고 있다. 즉, 안전관리 대책을 마련해야 할 필요성이 제기된다. 안전관리 개선방안으로는 첫째, 중앙정부차원의 개선, 둘째, 경찰과 민간경비 상호협력체제 구축, 셋째, 지방자치단체차원의 위기관리 대처능력의 제고, 넷째, 수익성행사의 민간 인력경비의 업무전담 등이다. 대형사고는 법과 제도만으로 예방할 수 있는 것이 아니기 때문에 안전의식을 갖추고, 위기발생이전에 예방과 준비로 안전관리에 대한 대응역량을 집중해야 할 것이다.
