Purpose: On this study, the current performance evaluation system was examined for fire-fighting vehicle maintenance in Korea to enhance objectivity and reliability. New criteria for quantitative and qualitative evaluation items are proposed to improve the consistency of decommissioning decisions, along with an evidence-based revision of the maximum operational mileage. Method: An analysis of nationwide performance evaluation results from 18 metropolitan and provincial fire departments between 2022 and 2024 shows that 75.89% of decommissioned vehicles were classified based on qualitative evaluation scores below 20 points. Result and Conclusion: Accordingly, the weight of the qualitative evaluation is suggested to be increased from 50 to 60 points in order to more effectively identify vehicles that are practically operable under field conditions. Furthermore, based on the observed average ambulance mileage exceeding 145,000 km, this study suggests revising the maximum operational mileage for fire-fighting and administrative support vehicles from 120,000 km to 150,000 km.

연구목적: 본 연구는 국내 소방자동차의 유지관리를 위한 현행 성능평가 체계에서 객관성과 신뢰성을 확보하기 위해 소방자동차 성능평가 기준에 대하여 분석하였으며, 불용 판정의 객관성과 일관성을 높 이기 위하여 정량적 항목과 정성정 항목에 대한 새로운 기준을 제시하였고, 소방자동차 최대주행거리 에 대하여 객관적 근거로 새로운 최대 운행거리를 제시하고 있다. 연구방법: 최근 2022년~2024년 동안 전국 18개 시·도 소방본부를 대상으로 실시한 소방자동차 성능평가 결과를 분석한 결과, 정성평가 20점 미만에 의해 불용으로 판정된 차량의 비율은 전체의 75.89%에 해당하는 것을 알 수 있다. 연구결과: 따 라서 성능평가 정성평가 점수를 기존 50점에서 60점으로 상향 조정을 제시하며, 단순히 수치 기준만 충 족하는 차량이 아닌 실제로 운용 가능한 수준의 차량을 판별하여 소방자동차의 성능평가 실효성과 현 장 반영성을 동시에 기여할 것으로 기대된다. 또한, 현행 소방자동차 및 행정지원차의 운행거리가 12만 km에 도달 시 소방자동차의 내용연수가 지난 것으로 하는 규정이 있으나, 실제 구급차량의 평균 주행 거리가 14만5천 km 이상인 것으로 조사되었고, 결론: 이를 기준으로 운행거리와 소방자동차 및 행정지 원차의 운행거리 기준을 현행 12만km에서 15만km로 상향 조정할 필요가 있다는 것을 제언한다.
