This study attempted to examine Korea's disaster management system to respond to complex disasters such as natural disasters, social disasters etc identify problems, and come up with improvement measures. In particular, problems such as overlapping command systems etc which are repeatedly raised in the process of operating the Central Disaster and Safety Countermeasures Headquarters, a key organization in charge of pan-government responses in the event of a major disaster, were analyzed, and overseas cases were compared and reviewed to improve them. The direction of development of the Korean disaster management system was suggested, focusing on the case of the disaster management committee system centered on pre-coordination in Japan, the U.S. of FEMA model, the U.K.'s COBR, the Germany's BBK and THW. As a result of the study, the Korean Central Committee needs to enhance its response capabilities by strengthening the permanent pre-coordination function, standardizing the field command system, upgrading the integrated warning system, and introducing a professional technical support organization.

본 연구는 자연재해, 사회재난, 대형재난 등 복합재난에 대응하기 위한 우리나라의 재난관리체계를 점검하고 문제점을 파악하여 개선방안을 마련하고자 하였다. 특히 대형재난 발생 시 범정부 대응을 담당하는 핵심 조직인 중앙재난안전대책본부의 운영 과정에서 반복적으로 제기되는 지휘체계 중복, 부처 간 협력 지연, 현장 대응 역량 한계 등의 문제점을 분석하고, 이를 개선하기 위한 해외 벤치마킹 사례를 비교검토하였다. 일본의 사전조정 중심 재난관리위원회 제도 사례, 미국의 현장지휘(ICS) 기반 FEA 모델, 영국의 범정부위기조정기구(COBR), 독일의 BBK, THW 기술지원단 등을 중심으로 우리나라 재난관리체계의 발전 방향을 제시하였다. 연구 결과, 우리 중앙안전재난대책본부는 상시 사전조정 기능 강화, 현장지휘체계 표준화, 통합 경보체계 고도화, 전문 기술지원기구 도입 등을 통해 대응 역량을 강화할 필요가 있다.
