This study comparatively analyzes Germany's 'information-centric' NINA app and Korea's 'alert-centric' Cell Broadcast Service (CBS) to propose a strategic roadmap for Korea's public warning system. Korea's CBS excels in rapid, widespread alerts but is hampered by a 90-character limit, 'alert fatigue,' and imprecise targeting. In contrast, Germany's NINA app functions as a comprehensive information hub, backed by the centralized MoWaS platform. It is a key part of a multi-channel 'warning mix' strategy, combining Cell Broadcast as a 'digital siren' with the app's informational depth as a 'digital guide.' The study proposes a 'dual-track' strategy for Korea, redefining CBS as the initial 'siren' while upgrading the 'Safety Didimdol' app into an information hub like NINA. Key recommendations include linking CBS messages to the app, implementing personalization features, improving geo-targeting, and enhancing accessibility. Ultimately, this research advocates for a paradigm shift from a simple alert system to an integrated, information-rich ecosystem that empowers citizens and strengthens national resilience.

본 연구는 독일의 '정보 중심' NINA 앱과 우리나라의 '경보 중심' 긴급재난문자(CBS)의 비교 분석을 통해 우리나라 위기관리 관점의 재난정보 전달체계의 발전 방안을 제언한다. CBS는 신속한 경보가 가능하지만 정보량의 제한, 경보 피로 누적, 부정확한 타겟팅 등의 한계가 있다. 반면 독일 NINA는 MoWaS 플랫폼 기반의 통합 정보 허브로서, 셀 브로드캐스트와 앱을 결합한 '경보 믹스' 전략으로 상세 정보를 제공할 수가 있다. 이에 본 연구는 CBS를 초기 경보용 '디지털 사이렌'으로 사용하면서, 기존의 '안전디딤돌' 앱을 상세 정보 제공을 위한 '디지털 안내서'로 개편하는 '이중 트랙' 전략을 제안한다. 핵심 전략으로 CBS와 앱 연동, 개인화 기능 도입, 정밀 타겟팅 구현 등을 제시하였으며, 궁극적으로 시민의 자율적 대응 능력을 강화하는 정보 중심 생태계로의 진화를 통해 국가의 위기관리 및 회복탄력성 증진에 기여하고자 한다.
