This study examines the integrative potential of Urban Living Labs (ULLs) and citizen science (CS) as an alternative governance framework for addressing complex urban challenges in rapidly urbanizing African cities. Drawing on exploratory case analyses, it identifies enabling conditions for effectively combining ULLs and CS, and conceptually advances a citizen-centered urban innovation governance model—the Urban Living Lab and Citizen Science Integrated Model (ULL-CS)—mapped across four analytical dimensions: citizen roles, knowledge production, institutional arrangements, and technology infrastructure. The study further argues that AI-enabled civic education constitutes a critical implementation strategy for operationalizing the model, and discusses policy implications in alignment with the United Nations Sustainable Development Goals (SDGs). The findings contribute to broader discussions on building sustainable, participatory, and citizen-centered innovation governance in cities.

본 연구는 기후위기와 복합재난이 상존하는 위험사회에서 도시 문제를 해결하기 위한 대안적 거버넌스 틀로서 도시 리빙랩(Urban Living Labs, ULL)과 시민과학(Citizen Science, CS)의 통합 가능성을 탐색한다. 구체적으로는 시민중심 도시혁신 거버넌스 모형인 ‘도시 리빙랩과 시민과학 통합모형’(ULL-CS)을 개념 적으로 제안한다. 이를 위해, 먼저 아프리카 개발도상국 주요 도시를 사례로 삼아, 도시 리빙랩이 실제로 작동하는 도시 문제 해결 과정과 참여 구조를 탐색적으로 살펴본다. 이를 바탕으로 제안한 ULL-CS를 통합한 프레임워크의 4가지 차원 (시민 역할, 지식, 제도, 기술)에 대입하여 도시 리빙랩과 시민과학을 효과적으로 연계하기 위한 핵심 조건들을 제언한다. 나아가 이러한 조건을 충족하기 위한 구현 전략으로 AI 기반 시민교육의 필요성을 제시하고, 이를 UN 지속가능발전목표(SDGs)와 연계하여 위험사회에서 지속가능한 참여형 시민중심 혁신 거버넌스를 구축하기 위한 정책적 함의를 논의한다.
