This study aims to identify the factors influencing the decision-making process of fire commanders at disaster sites and to derive practical implications. Data were collected through in-depth interviews based on the grounded theory method, targeting 21 firefighters with more than 10 years of experience in disaster response and command. The collected data were conceptualized, and core categories were derived. The findings revealed that under conditions of extreme time pressure, uncertain information, and situations where life-saving and crew safety may conflict, the factors enabling effective decision-making include intuition based on experience, a firefighter-specific mindset, trust-based teamwork between commanders and crews, and stress resilience. Accordingly, this study empirically identifies the complex context of decision-making in disaster sites and provides implications for improving decision-making, stress management, organizational culture, and institutional infrastructure in disaster response settings.

본 연구는 재난 현장에서 소방 지휘관의 의사결정 과정에 작용하는 요인 규명과 실무적 시사점을 도출하 는 것을 목적으로 한다. 10년 이상 다양한 재난 대응과 현장 지휘의 경험이 있는 소방관 21명을 대상으로 근거이론 연구 방법, 심층 인터뷰로 자료를 수집하였고 개념화하여 핵심 범주를 도출하였다. 연구 결과 재난 현장의 극심한 시간 압박과 불확실한 정보, 생명 구조와 대원 안전이 충돌하는 딜레마 상황에서 효과적인 의사결정을 순간적으로 가능하게 하는 요인은 경험에 기반한 패턴 인식과 직관, 소방관 특유의 성장 마인드셋, 지휘관과 대원 간 절대적인 신뢰에 기반한 팀워크, 스트레스 저항력이 나타났다. 따라서, 본 연구는 재난 현장에서 의사결정 과정의 복합적 맥락을 실증적으로 규명하며, 소방관 또는 유사 직무 종사자들이 실제 현장에서 적용하고 작동할 수 있는 실용적인 방안으로 활용할 수 있기를 바라며 재난 현장에서 의사결정, 스트레스 관리, 조직 문화개선과 제도적 인프라를 구축하는 함의를 제시한다.
