As the nuclear order transforms into a multipolar, multilayered, and asymmetric structure, the risks of inadvertent escalation that cannot be explained by the Cold War concept of crisis stability, grounded in “mutual vulnerability,” have been increasing. Research on the North Korean nuclear crisis, however, still largely remains confined within the Cold War concept of crisis stability. Building on this problem awareness, this study identifies instability factors such as the possibility of misinterpretation caused by AI-enhanced cyberattacks, the weakening of deterrence stability due to heightened regional nuclear crises, the lowering of the nuclear threshold through the integration of advanced precision weapons and nuclear arms, and the intensification of arms race instability. On this basis, it establishes the concept of “broad crisis stability.” The analysis of North Korea’s nuclear threat demonstrates the need for a transition toward a comprehensive crisis management paradigm.

냉전 이후 핵질서가 다극·다층적이고 비대칭적인 구조로 변화되면서 냉전기 핵전략의 핵심적인 개념으 로 논의되었던 ‘상호 취약성(mutual vulnerability)’에 기반한 위기 안정성 개념으로 설명할 수 없는 우발적 확전 위험이 증가하고 있으나, 북핵 위기 연구는 여전히 냉전기 위기 안정성 개념에 기반을 둔 연구가 주를 이루고 있는 측면이 있다. 본 연구는 이러한 문제의식을 바탕으로 AI로 강화된 사이버 공격으로 인한 오인 위험, 국지적 위기의 지역 분쟁 확전 위험, 핵과 비핵전략무기 통합으로 인한 급격한 확전 위험, 다자간 군비경쟁으로 인한 오판 위험 등 4가지 불안정 요인을 도출하고 이를 바탕으로 ‘광의의 위기 안정성’ 개념을 정립했다. 이를 바탕으로 북한 핵 위협을 분석한 결과 사이버 안정성, 비대칭 억제구 조의 균형화, 다자적 위기관리 메커니즘, 행동화 기반의 군비통제 등 위기 안정성과 억제 안정성을 균형적으로 조화시킬 수 있는 포괄적 위기관리 패러다임으로의 전환 필요성을 제시한다.
