This study analyzes how veterans’ administration can evolve into a smart-governance framework amid rapid digital government initiatives and the growing needs of an aging beneficiary population. Drawing on the U.S. Department of Veterans Affairs and the United Kingdom’s veterans support architecture, we examine digital healthcare delivery, integrated information systems, and multi-actor collaboration. The Korean system exhibits structural constraints—limited digital accessibility for older beneficiaries, insufficient data-driven design, and weak inter-agency coordination. Findings indicate that digital transformation should function not merely as an efficiency tool but as the backbone for proactive, integrated, and personalized welfare and healthcare services. Safeguarding personal data, ensuring algorithmic transparency, and addressing digital literacy gaps are indispensable. Policy directions include building a unified data platform, strengthening local coordination mechanisms, institutionalizing partnerships with specialized non-state actors, and implementing senior-friendly digital inclusion strategies.

본 연구는 초고령 보훈대상자 증가로 디지털 행정의 확산이라는 환경 변화 속에서, 스마트 거버넌스 관점에서 생활 안전을 위한 보훈 행정의 전환 필요성과 정책 방향을 분석하였다. 미국 재향군인청(VA)과 영국의 보훈 지원체계를 사례로 삼아 디지털 의료, 통합 정보관리, 민관 협력 구조의 작동 방식을 검토하 였고, 한국 보훈 행정의 디지털 접근성 한계, 데이터 활용 미흡, 기관 간 연계 부족을 구조적 과제로 도출하였다. 분석 결과, 보훈의 디지털 전환은 단순 효율화가 아니라 건강·복지·고용을 통합한 선제적 맞춤형 서비스 구현의 핵심 인프라임이 확인되었다. 다만 고령층의 디지털 격차, 개인정보 보호, 알고리 즘 투명성 확보는 제도 설계의 필수 전제이다. 이에 본 연구는 통합 데이터 기반 서비스 플랫폼 구축, 지역 단위 협력 네트워크 강화, 민간 전문기관과의 제도화된 파트너십, 고령친화적 디지털 포용 전략을 정책 대안으로 제시한다.
