As the scope and impact of various disasters and social risks have expanded in recent years, there is a growing societal demand for enhanced crisis management capabilities within the police force. In particular, police security public managers are responsible for a broad range of tasks, including managing protests, responding to disasters, and ensuring safety at large-scale public events. Despite the importance of strengthening crisis management capabilities, educational programs tailored to these needs remain underdeveloped. Drawing on the analysis from the 2024 Study on the Police Crisis Management Competency Model for Competency-Based Education Transition, this study introduces a pilot curriculum system and crisis command training exercises designed to enhance the crisis management competencies of security operations managers. Ultimately, this study aims to make a practical contribution to the development of an effective educational framework that equips security managers with the skills to make timely and effective decisions during unexpected and urgent crises, and to demonstrate strong crisis leadership within their teams.

최근 우리 사회에서 재해·재난 등 다양한 사회적 위험의 범위와 파급력이 확대됨에 따라, 경찰의 위기관 리 역량에 대한 사회적 요구와 필요성이 크게 증가하고 있다. 특히, 경찰 경비관리자는 집회·시위뿐만 아니라 재난관리 및 다중운집행사 안전관리 등 복합적이고 총괄적인 직무를 수행하고 있어, 위기관리 역량의 강화가 필수적이다. 그럼에도 불구하고 이러한 역량 강화를 위한 체계적이고 실질적인 교육과정 은 아직 충분히 개발되지 못한 실정이다. 이에 2024년 역량기반 교육 전환을 위한 경찰 위기관리 역량 모델 연구 분석 결과를 토대로, 경찰 경비관리자의 위기관리 역량 강화를 목표로 설계·운용된 2024년 경비관리자 대상 시범 교육과정과 위기사례 기반 지휘 실습사례를 소개한다. 본 연구는 경찰 경비관리자 가 예기치 못한 긴박한 위기상황에서도 효과적으로 의사결정을 내리고 위기관리 리더십을 발휘할 수 있도록 지원하는 실효적인 교육체계의 개발에 실질적으로 기여하는 것을 목적으로 한다.
