This article began to emphasize that the basic premise for the people to receive safe nursing and be guaranteed the right to health is that nurses' right to care should be systematically guaranteed. To this end, the paper analyzes the characteristics of Korean nurses and their surrounding environments through the framework of the Ecological Systems Theory. At the microsystem level, the demographic and sociological characteristics of nurses are examined. At the mesosystem level, the paper explores issues such as workplace bullying (known as "taeum"), staff shortages, and the waiting system, all of which influence the interplay between work and family life. The exosystem level addresses policies such as the pregnancy shift system and the current compensation structure. Finally, at the macrosystem level, the study considers the legislative context surrounding the Nursing Act and broader societal perceptions of nurses in Korea. Based on this analysis, the paper proposes practical strategies for ensuring the "right to provide nursing" within each system level and identifies actionable intervention points.

이번 정부는 공공의료 강화, 의료 인력 확충과 지역 균형, 그리고 간호법 제정과 간병비 부담 완화 등의 의료정책 공약을 통해 국민 모두가 안심하고 치료받는 나라를 만들겠다는 의지를 밝히고 있다. 본 연구는 이러한 사회적 변화 속에서 국민이 안전한 간호를 받고 건강권을 보장받기 위한 기본 전제는 바로 간호사의 ‘간호할 권리’가 체계적으로 보장되어야 한다는 점을 강조하고자 시작되었다. 이를 위해 우리나라 간호사의 특성과 간호사를 둘러싼 환경을 생태체계이론의 틀에 따라 분석하였다. 미시체계에 서는 간호사의 인구사회학적 특성을 살펴보았고, 중간체계에서는 일-가정 상호 영향을 미치는 직장내 괴롭힘(태움), 인력부족, 웨이팅제도를 살펴보았으며, 외체계에서는 임신순번제와 보상체계에 대해서 살펴보았다. 마지막으로 거시체계에서는 간호법과 우리나라 간호사에 대한 사회적 인식에 대해 살펴보 았다. 이는 각 체계별 ‘간호할 권리’를 위한 현실적인 개입점을 시사하면서 초고령사회 의료정책의 전략 적 수립을 위한 기초자료로 활용될 수 있을 것이라 기대한다.
