This study conducted a network analysis to examine the structural characteristics and limitations of South Korea’s maritime disaster response system, which faces increasing challenges from large-scale and complex crises caused by climate change and societal complexity. The analysis focused on disaster-related legislation and the Korea Coast Guard’s "Operational Manual for Search, Rescue, and Emergency Support in Disaster Areas." The findings reveal a centralized network structure dominated by the Korea Coast Guard, characterized by low density and limited reciprocal interactions, indicating a reliance on hierarchical command-and-control rather than horizontal collaboration. Although local governments and regional Coast Guard units act as strategic intermediaries in the flow of information, they demonstrate weak direct connectivity within the network. Based on these results, the study proposes several key policy recommendations: integration of multi-agency manuals, enhancement of the roles of local actors, and institutional reforms aimed at fostering a more collaborative and resilient maritime disaster response system.

본 연구는 기후변화와 사회의 복잡성 심화로 해양재난이 대형·복합재난으로 진화하는 상황에서 우리나 라 해양재난 대응체계의 구조적 특징과 한계를 규명하기 위해 네트워크 분석을 실시하였다. 분석 대상은 재난 관련 법과 해양경찰청의 「재난지역 수색, 구조·구급지원 위기대응 실무매뉴얼」이며, 네트워크 분석을 통해 주요 행위자들의 역할과 상호작용 관계를 분석하였다. 네트워크 분석 결과, 해양경찰청을 중심으로 한 중앙집중형 구조가 나타났으며, 네트워크 밀도가 낮고 상호작용 비율도 제한적이어서 수평 적 협업보다는 위계적 명령-통제 구조가 우세함을 확인하였다. 특히, 지방자치단체와 지방해양경찰청은 정보 흐름의 매개자로서 전략적 위치에 있으나 구조적으로는 다른 행위자들과의 직접 연결성은 약한 것으로 나타났다. 본 연구는 해양재난 대응체계의 개선을 위해 다기관 매뉴얼의 통합 분석, 지역 기반 행위자의 역할 강화, 수평적 협력체계로의 전환을 위한 제도적 보완의 필요성을 정책적 시사점으로 제안한다.
