The fiscal health of local governments is essential for sustaining administrative autonomy and accountability. In Korea, however, a clear discrepancy exists between the institutional criteria for identifying a fiscal crisis— based on quantitative measures such as fiscal balance, debt ratio, and tax collection—and the financial difficulties experienced by local governments in practice. Despite the absence of recent legal designations of fiscal distress, local administrators consistently voice concerns about fiscal hardship. This gap highlights deeper structural issues, including limited fiscal autonomy and rigid budgeting, that are embedded within Korea’s intergovernmental fiscal system. This study reexamines the concept of fiscal difficulty through the lens of fiscal decentralization and proposes alternative indicators that more accurately capture real-world fiscal constraints. The aim is to enhance the evaluation of fiscal capacity and to contribute to future policy debates on local finance reform and support mechanisms.

지방자치단체의 재정위기 선정 기준은 지방행정의 자율성과 책무성 확보를 위한 핵심 요소임에도 불구 하고, 현실에서는 법·제도적으로 규정된 재정위기 기준과 현장의 체감 사이에 괴리가 존재한다. 이론적으 로 재정위기는 공공서비스 제공 기능이 마비될 수준의 재정적 어려움을 의미하며, 지방재정법 및 시행령 에서는 통합재정수지, 채무비율, 지방세 징수율 등 정량지표를 기준으로 재정위기단체를 지정하고 있다. 그러나 실제로는 법적 기준을 초과하지 않는 지방자치단체에서도 재정적 어려움을 호소하고 있으며, 이는 중앙정부와의 재정관계 속에서 재정 자율성이 제한되고 예산구조의 경직성이 심화되는 구조적 현실을 반영한다. 본 연구는 지방자치단체의 재정적 어려움을 단순한 채무 수준이 아닌 자치재정권의 관점에서 재정의하고, 이를 정량적으로 측정할 수 있는 새로운 지표를 도출하고자 한다. 이를 통해 실질적 재정운영 능력과 구조적 제약을 동시에 반영할 수 있는 평가틀을 제시함으로써 향후 재정지원 정책의 방향성과 제도 개선 논의에 기초자료를 제공할 수 있을 것이다.
