Dual-use chemical terrorism involves the misuse of legally available precursor substances to create toxic agents, posing serious challenges to traditional chemical safety frameworks. These materials are difficult to detect and regulate due to their lawful distribution and benign individual properties. This study defines dual-use chemical terrorism, reviews global and domestic cases, and assesses weaknesses in South Korea’s current response. Through literature review, policy analysis, expert input, and risk assessment, critical gaps were found in detection systems, interagency communication, and regulatory control. Key recommendations include real-time tracking of precursor chemicals, expert-based risk evaluation, integrated CBRN response manuals, and legal reforms to define and manage dual-use materials. By linking these findings to risk governance and public safety theories, the study offers both policy-oriented strategies and theoretical contributions, aiming to strengthen national preparedness for evolving chemical terrorism threats.

이원화물질 기반 화학테러는 합법적으로 유통되는 전구체 물질을 악용하여 독성 물질을 제조하는 유형 으로, 기존의 화학물질 안전관리 체계에 심각한 도전과제를 제기한다. 이들 물질은 개별적으로는 무해하 고 합법적으로 사용되기 때문에 탐지와 규제가 어렵다. 본 연구는 이원화물질 기반 화학테러의 개념을 정의하고, 국내외 사례를 검토하며, 대한민국의 현행 대응체계상의 취약성을 분석하였다. 문헌조사, 정책 분석, 전문가 자문, 위험도 평가를 통해 탐지 시스템, 기관 간 정보 공유, 규제 통제 측면에서의 구조적 한계를 확인하였다. 이에 따라 전구체 물질의 실시간 추적 시스템, 전문가 기반 위험도 평가체계, 통합 CBRN 대응 매뉴얼, 이원화물질 정의 및 관리에 관한 법제도 개선 등을 핵심 대안으로 제시하였다. 본 연구는 이러한 결과를 위험 거버넌스 및 공공안전 이론과 연계함으로써 정책적 실천 방안뿐 아니라 이론적 기여도 함께 제공하고자 하며, 진화하는 화학테러 위협에 대한 국가 차원의 대응 역량 강화를 목적으로 한다.
